The minutes On 26/9/2013, the Council of Representatives (CoR) held its 21stsession of the 1st legislative term of the 4th period chaired by the Speaker H.E. Osama al-Nujaifi:

-               205 MPs attended the session

-               The Committee on Human Rights read out a statement denouncing the violations committed by the Zionist occupation forces against the human rights of Palestinians living within the occupied territories, condemning the aggression against Muslim sacred areas, preventing people from performing prayers and causing sacrilege to the holy sacred shrine;

-               The CoR unanimously voted in support of the statement of the Committee on Human Rights, advocating the rights of the people of Palestine and denouncing the violations and aggression against the sentiments of Arabs and Muslims;

-               The Speakership decided to delay voting on the legislative proposal to amend the Elections Law No. (16) for the year 2005 submitted by the Committee on Legal Affairs;

-               The CoR voted to fix the CoR session to be held next Monday as the session in which the amended Elections Law will be voted on;

-               The CoR finished the second reading of the legislative proposal of the Ministry of Health Law submitted by the Committee on Health and Environment and the Committee on Legal Affairs;

-               The CoR finished the first reading of the legislative proposal for the amendment of the Judiciary Organization Law No. (160) for the year 1979 submitted by the Committee on Legal Affairs;

-               The CoR finished the first reading of the legislative proposal of the law of the accession of the Republic of Iraq to The Hague Agreement on Civil Aspects of Child Abduction submitted by the Committee on Foreign Affairs, the Committee on Legal Affairsand the Committee on Women Family and Childhood with the aim of providing international protection for children against negative impacts associated with their transport or holding illegally;

-               The CoR finished the first reading of the legislative proposal for granting pension rights to officials of special offices appointed as acting officials after 9/4/2003 submitted by the Committee on Financial Affairs and the Committee on Legal Affairs with the aim of serving justice to officials in these offices appointed with a decree issued by the Council of Ministers;

-               The CoR finished the first reading of the legislative proposal for the first amendment to the law of publishing in the official gazette submitted by the Committee on Culture and Media and the Committee on Legal Affairs with the aim of identifying the language in which the official gazette is published;

-               The CoR finished the first reading of the legislative proposal for the Iraqi Atomic Energy Body Law submitted by the Committee on Oil and Energy and the Committee on Legal Affairs with the aim of establishing a body specialized in the field of peaceful use of atomic energy, supporting the process of sustainable development and safeguarding the Iraqi people and environment in line with the working mechanism set by the International Atomic Energy Agency;

-               The CoR finished the first reading of the legislative proposal for the Right for Information Access Law submitted by the Committee on Culture and Media, the Committee on Legal Affairs, the Committee on Human Rights, the Committee on Security and Defense and the Committee on Integrity due to the importance of the right of all citizens to gain access to information taking into consideration that it is a right stipulated by the Constitution;

-               The CoR finished the first reading of the draft law for the application of the Iraqi law to private security companies with the aim of applying Iraqi law to these companies and their affiliates;

-               The CoR finished the first reading of the legislative proposal for the Private Security Companies Law submitted by the Committee on Security and Defense with the aim of organizing the work of these companies and identifying their role in providing security protection services to individuals and companies;

-               The CoR finished the second reading of the draft lawfor the accession of the Republic of Iraq tothe agreement on banning or limiting the use of certain traditional weapons that can be considered as causing excessive damage or random impact;

-               The session was adjourned to Saturday 28/9/2013.
