The minutes On 28/9/2013, the Council of Representatives (CoR) held its 23rd session of the 1st legislative term of the 4th period chaired by the Speaker H.E. Osama al-Nujaifi:
- 220 MPs attended the session
- The Speakership decided to delay voting on the legislative proposal to amend the Elections Law No. (16) for the year 2005 submitted by the Committee on Legal Affairs;
- The Speaker announced that the current legislative term which ends on the October 14th will be extended for one month, explaining that the CoR will continue its work till the Elections Law is voted on;
- The CoR voted to fix next Thursday as the day in which the Elections Law for the CoR will be voted on;
- The Speakership decided to delay voting on a decision to oblige the Independent High Electoral Commission (IHEC) to prepare for and set the timetable for the upcoming elections of the parliament of 2014 due to the fact that the process is connected to the Elections Law;
- Voting on the legislative proposal of the Political Parties Law submitted by the Committee on Legal Affairs and the Committee on Civil Society Organizations was delayed;
- The MPs recited Al-FatihaSura and asked God for mercy on the lives of the martyrs of Iraq, the victims of recent terrorist attacks;
- The CoR voted on a legislative proposal for ratifying a cultural cooperation agreement between the government of the Republic of Iraq and the government of the Republic of Ukraine submitted by the Committee on Foreign Relations and the Committee on Culture, Media, Tourism and Archaeology;
- The CoR finished the first reading of the legislative proposal of the indemnification law submitted by the Committee of Financial Affairs and the Committee of Legal Affairs. The law aims at protecting public finances and revising the rules related to punishing those who caused damages to these finances on purpose, out of negligence or due to default on their part as well as identifying ways to bring these finances back;
- The CoR finished the second reading of the legislative proposal of the primary school pupils grants law submitted by the Committee on Education;
- The CoR finished the second reading of the legislative proposal of the law of ratifying the multi-means transportation agreement for goods among the Arab states submitted by the Committee on Foreign Affairs and the Committee on Services and Reconstruction;
- The CoR finished the second reading of the legislative proposal of the law of ratifying the partnership and cooperation agreement between the Republic of Iraq on one side and the EU and member states on the other submitted by the Committee on Foreign Affairs and the Committee on Legal Affairs;
- The CoR finished the second reading of the legislative proposal of the law of the accession of the Republic of Iraq to The Cartagena Protocol on Biosafety submitted by the Committee onForeign Affairs, the Committee on Health and Environment and the Committee on Legal Affairs;
- The CoR finished the second reading of the legislative proposal of the law of exempting Iraqi and foreign companies implementing investment projects from taxes and fees submitted by the Committee on Financial Affairs, the Committee on Economy and Investment and the Committee on Legal Affairs;
- The session was adjourned to Wednesday 2/10/2013. |
