Session Report
 The House of Representatives held on (12/19/2020) its 31st session of the first legislative term for the third year, the fourth electoral cycle headed by Mr. Muhammad Al-Halbousi and in the presence of (166) deputies, and the session included:

 
 - The Committee to Monitor the Implementation of the Governmental Program and Strategic Planning reviews its semi-annual report regarding the follow-up of the implementation of the government program, indicating in it that it studied the ministerial curriculum in its various axes through holding 26 meetings in which a set of observations and proposals were recorded on the ministerial curriculum.

 
 - The committee’s conclusion in its report that the government, after six months of granting it confidence, has yet to translate its ministerial curriculum into a clear government program that draws government policy, ministries, bodies and institutions in the form of projects and goals that can be implemented and verified according to the conditions and requirements of the current phase and to ensure the provision of services to citizens  .
 

 - The report indicated that the ministerial curriculum included general outlines for the government's vision with very ambitious goals that do not match the current data and with the existence of the basic problems that the people suffer from unemployment and the failure to employ young graduates or support the private sector to play its role in the advancement of reality and economic reform.
 

 - The Parliamentary Committee recorded in its report government violations against the constitution and the law, especially marginalizing the role of the Federal Service Council and working with the principle of agencies that was abolished by the House of Representatives, in addition to the government's violation of appointments to Article V / Article 61 and Article V / Article 80 of the Constitution.
 

 - The committee indicated that the government violated the law and the constitution by concluding many agreements that were the subject of controversy, political division and disruptive to the internal and external situation, in addition to controlling the policy of the central bank, which affected the monetary policy of the country.

 
 - Recommendation of the committee's report to host the Prime Minister and his ministerial team and bodies not associated with a ministry to find out the obstacles that hinder the implementation of projects and the ministerial curriculum and the reasons for lag and deviation in their performance, and obligate the government to implement Article (38 / first) of the internal system of the Council of Ministers, and send legislation of important priority to the citizen  And the state and the guarantor to implement the ministerial platform.

 
 - The Committee to Monitor the Implementation of the Governmental Program and Strategic Planning confirms the importance of completing the requirements of the Independent High Electoral Commission and securing its work requirements to ensure fair and fair elections.

 
 - Mr. Hassan Al-Kaabi thanked the committee for its efforts in preparing the report and exercising its oversight role as required, calling for the report to be distributed to the ladies and gentlemen of parliament and committees as a road map for their oversight work.

 
 - Confirming the interventions of the ladies and gentlemen on the objectivity and professionalism of the report of the Parliamentary Committee in its frank presentation of the joints of defects and lags in government performance, calling for a strong representative position to confront the failure of the government and its major failure in its ministerial program ...

 
 - Directing the House of Representatives to host the ministers who were mentioned in the report of the Committee to Monitor the Implementation of the Governmental Program and Strategic Planning in the upcoming sessions.
