On (18/3/2023), the House of Representatives held its fourteenth session of the first legislative term of the second legislative year of the fifth electoral cycle under the chairmanship of Muhammad Al-Halbousi, and the session included:

- Postponing the vote on the draft law on the fourth amendment to the Industrial Investment Law for the Private and Mixed Sectors No. 20 of 1998, submitted by the Investment and Development Committees, Economy, Industry and Trade, until the final version is prepared by the two committees.

- First reading of the draft law approving the final account for the fiscal year 2012 submitted by the Finance Committee.

- The interim committee in charge of developing recommendations to combat drugs read a detailed report in which it recommended the formation of a temporary parliamentary committee to prepare a proposal to amend the Narcotic Drugs and Psychotropic Substances Law No. 50 of 2017 and coordinate with the Supreme Judicial Council and the concerned authorities to ensure a review of the description of drug crimes and increase the penalty of trafficking in them to death, reorganize committees for examination, preservation and destruction of narcotic substances, conduct periodic examination of state employees, security services and university students to ensure their safety, and establish an independent administrative body linked to the president of The ministers are concerned with combating drugs, in addition to allocating funds in the 2023 budget to provide technical devices and equipment to the Anti-Drug Directorate at the Ministry of Interior and providing it with specialists in the field of psychology who are known for their good reputation, as well as supporting the Ministry of Labor and Social Affairs to enable it to establish centers for the rehabilitation of addicts to drugs and psychotropic substances.

- In its report on the responsibility of the executive branch, the Parliamentary Committee recommended that the Ministry of Justice establish prisons and special punitive detention centers for drug users and provide the necessary support to the Ministry of Health for the establishment of psychosocial treatment units for the treatment of users and addicts, as well as the provision of medical and laboratory equipment for the examination of users.  The official spread with neighboring countries to prevent the entry of drugs into Iraq, and the construction of a database in the Ministry of Planning that includes all the information of users, traffickers and depositors in private treatment centers, in addition to the Ministry of Youth and Sports building sports and cultural centers for young people to occupy their free time, the Ministries of Higher Education and Education, in coordination with the High Commission for Human Rights, include curricula in universities, institutes and schools to raise awareness of the dangers of drug abuse and the health and legal effects of their abuse and promotion, and the Media and Communications Commission, in coordination with the Iraqi Media Network and other media institutions, prepares special programs aimed at reducing drug abuse and trade, in addition to the responsibility of the Awqaf Diwans to establish cultural programs aimed at spreading awareness about the dangers of drugs through places of worship. The Supreme Judicial Council has allocated special criminal courts to try those accused of crimes involving users of narcotic drugs and psychotropic substances.

- During the session, part of which Dr. Shakhwan Abdullah chaired, he directed the participation of deputies from other parliamentary committees in the work of the Anti-Drug Committee to participate in the maturation of its recommendations.

- The second reading of the draft law on Iraq's accession to the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage of 1992 submitted by the Foreign Relations and Health and Environment Committees.

- Second reading of the draft law on the ratification of the Maritime Transport Agreement between the Government of the Republic of Iraq and the Government of the Arab Republic of Egypt submitted by the Foreign Relations Committee.

- The interventions of the ladies and gentlemen of the representatives on the draft law focused on demanding the review of customs duties and making them equally between the two parties, and the proposal to include warships and scientific research ships in the law and the demand to determine the number of members of the Joint Maritime Committee.
