Session Details

 On (1/2/2024), the House of Representatives held its fifth session of the first legislative term of the third legislative year of the fifth electoral cycle under the chairmanship of the First Vice-Speaker Mr. Mohsen Al-Mandalawi, and the session included:

- Voting on a proposed resolution stipulating the deduction of one million dinars from the salary of each representative who is absent from attending the sessions and committees of the House without obtaining the approval of the Presidency of the House.

- First reading of the draft law amending the first law of the Property Claims Authority Law No. 13 of 2010, submitted by the Legal Committee

- First reading of the proposed law on the first amendment to the Iraqi Accreditation Commission Law No. (78) of 2017, submitted by the Federal Planning and Service Committee.

- First reading of the draft law on the repeal of the dissolved Revolutionary Command Council Decision No. 52 of 2003, submitted by the Legal Committee, for violating the provisions of article 23 of the Constitution of the Republic of Iraq of 2005 and for removing the constitutional violation.

- Second reading of the proposed law amending the First Anti-Prostitution Act No. 8 of 1988, submitted by the Legal Committee

- The interventions of the ladies and gentlemen of the representatives focused on demanding the need to legislate the amendment of the Anti-Prostitution Law in line with the nature of the social values of the Iraqi people and to address the cases addressed by the Iraqi Penal Code, and to demand its legislation in order to criminalize every act that promotes, supports the promotion of homosexuality, in addition to demanding that the law include a recommendation to close any organization or institution that promotes the culture of homosexuality and same-sex, and demanding the amendment of the definition of prostitution by adding the term homosexuality and GBV (gender) to the provisions of the law, and prohibiting the use of Naming (gender) in state institutions and civil society organizations, and criminalizing imitating the opposite sex, whether by clothing, appearance or the use of hormones contrary to human nature.

- The Acting Speaker of the House of Representatives, Mr. Mohsen Al-Mandalawi, stressed during the session that the House of Representatives represents the will of the people in enacting its legislation and is not subject to external influences, pointing out that the House proceeded with the legislation of a proposal to amend the Anti-Prostitution Law No. 8 of 1988
