On (12/8/2023), the House of Representatives held its eighth session of the second legislative term of the second legislative year of the fifth electoral cycle under the chairmanship of Muhammad Al-Halbousi, and the session included:

 

-Voting on the appointment of Dr. Ahmed Abdul Zahra Kazem Al-Fatlawi as General Coordinator for Governorate Affairs with the rank of Minister in the Supreme Authority for Coordination between Governorates, and Mr. Safwan Bashir Younis Seif El-Din as Secretary General of the House of Representatives

-Postponing the vote on the draft law on the lease of agricultural land submitted by the Committee on Agriculture, Water and Marshes until the completion of the comments received on the law.

-Representative Hussein Ali Al-Sabri addressed an oral question to His Excellency, the Minister of Interior, Mr. Abdul Amir Al-Shammari, which includes (the legal basis for contracting with Sky Horizon Company to issue the electronic passport, the amount payable by the citizen to obtain the electronic passport, what is the percentage of financial benefits for the ministry and the company, and the legal basis for increasing the wages incurred by citizens to obtain the passport)

-In response to the question, the Minister of Interior explained that the contract concluded between the Ministry and Sky Horizon Company was made at the time of the previous government, and with a legal basis based on Cabinet Resolution No. 178 of 2021, which includes authorizing the Ministry of Interior to contract with Sky Horizon Company to implement the electronic passport and electronic visa as an exception to the instructions for implementing government contracts and according to the instructions of the general budget for the year 2021, and for the purpose of paying the costs of the project and providing the Police Martyrs Fund by 10%, noting that there is no study regarding The issue of increasing wages on the shoulders of citizens and the lack of any benefits for the ministry from the company’s profits, pointing out that the ministry is in the process of providing measures to relieve the burdens of citizens by increasing the validity period of the passport from 8 to 10 years and increasing passport issuance offices, including the arrival of devices in the embassies of Iraq outside the country, noting that the Ministry of Interior did not bear any amounts of money in the process of issuing the passport and rehabilitating offices

-Representatives Mohammed Al-Khafaji addressed an oral question to the Minister of Interior about the reasons for not terminating the electronic vehicle inspection contract (the tremor) so far, especially with the presence of legal violations and burdens on citizens.

-The Minister of Interior explained that the Cabinet has formed a technical committee, which confirmed in its report that the electronic examination device in force cannot be dispensed with, pointing to the reduction of electronic examination fees.

-The Speaker of the House of Representatives expressed his appreciation to Representative Hussein Al-Sa’bri and the Minister of Interior for exercising the control procedures, directing the Security, Defense, Integrity, Financial and Legal Committees in coordination with the Ministry of Interior and the Financial Supervision Bureau to consider the imposition of sovereign fees in the process of issuing electronic passports.

 

-Reciting Surat Al-Fatihah in honor of the martyr pilot Majid Al-Tamimi, who sacrificed himself during the rescue operations of Yazidi citizens on Mount Sinjar in 2014

-Representative Hadi Hassan Al-Salami addressed an oral question to the Minister of Finance, Mrs. Taif Sami, to explain the ministry’s procedures in reconstruction, combating corruption, automating the system in banks and the ministry’s departments, and electronic connectivity.

-In response to the question during the session, which was chaired in part by Mr. Mohsen Al-Mandalawi, First Vice-Speaker  of the House, the Minister of Finance referred to the decision of the Cabinet and on the recommendation of the Central Bank to start working according to the automation system in banks by contracting with discreet private companies that will prepare the supplies, noting that there is reluctance by two companies to implement the work at the headquarters of the Ministry and the banking services company, pointing to the cancellation of thousands of bank accounts free of balances and work continues to apply Automation system in banks and departments of the ministry, indicating that the ministry sends its employees in training courses on work in automation.
