The council of representatives held on 10/7/2012 the fourth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 175 members.
- The council voted on the proposed law to cancel the resolution of the disbanded revolution command council No.(120) on 17/7/1998 concerning the granting of medals for the members of Al-Baath party, submitted by the legal committee.
- Voting on the proposed law to cancel the resolution of the disbanded revolution command council No.(27) on 4/2/1992, that gives the minister of interior the authority to impose a fine on the violators in the market issues and detain them and confiscate gold, booty and valuables that they intend to smuggle them, submitted by the legal committee.
- Voting on the proposed law to cancel the resolution of the disbanded revolution command council No.(542) on 2/9/1989, that prevents nominate who refuses his nomination for the membership of the national council or the legislative council of Kurdistan region, but the lapse of 5 years, submitted by the legal committee because the law is incompatible with the constitution and the laws in force.
- The council voted on the proposed law to cancel the resolution of the disbanded revolution command council No.(1360) on 17/11/1985 and (827) on 30/6/1979, concerning the sanction imposed on the owner of the bakery or the furnace who demolishes it without a permit from the competent authorities, submitted by the legal committee.
- Voting on the proposed law to cancel the resolution of the disbanded revolution command council No.(276) on 27/2/1985 which commits the Iraqi who marries a foreigner to pay the educational expenses for all the educational stages that she passed, submitted by the legal committee.
- The council voted on the proposed law to cancel the resolution of the disbanded revolution command council No.(50) on 30/3/2000, regarding non-criminal accountability for the victim's family of the first or second degree in case if they have to kill the fugitive while they chase him, submitted by the legal committee.
- The first reading of the draft law on ratification of the convention on legal and judicial cooperation in criminal issues between the Government of Republic of Iraq and the Government of Islamic Republic of Iran, submitted by the committees of foreign relations and legal.
- The first reading of the draft law on ratification of the convention on legal and judicial cooperation in civil issues and personal status between the Government of Republic of Iraq and the Government of Islamic Republic of Iran, submitted by the committees of foreign relations and legal.
- The first reading of the draft law on ratification of the convention on accused and sentenced persons delivery between the Government of Republic of Iraq and the Government of Islamic Republic of Iran, submitted by the committees of foreign relations and legal.
- The council voted on refusal in principle to continue to read the draft law on ratification of the convention on sentenced persons transferring between the Government of Republic of Iraq and the Government of Islamic Republic of Iran, submitted by the committees of foreign relations and legal.
- The second reading of the draft law of the political parties, submitted by the legal committee.
The council of representatives held on 12/7/2012 the fifth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 170 members.
- The first reading of the proposed law of the first amendment for the law of the Board of Supreme Audit No. (31) for the year 2011, submitted by the committees of integrity and legal, that comes after the response of the Federal Supreme Court concerning the unconstitutionality of the first paragraph of article (22) of the law of the Board of Supreme Audit No. (31) for the year 2011.
- The first reading of the proposed law of the first amendment for the law of Integrity Commission No. (30) for the year 2011, submitted by the committees of integrity and legal.
- The first reading of the draft law to cancel the resolutions of the disbanded revolution command council regarding the educational field No. (1117) for the year 1977, (1150) for the year 1978, (1677) for the year 1979, (972) for the year 1982, (1382) for the year 1982, (391) for the year 1983, (945) for the year 1984, (644) for the year 1989, (120) for the year 1992, (124) for the year 1992, (87) for the year 1996, (119) for the year 1998, submitted by the committees of education, higher education and legal.
- The council voted in principle to continue to read the proposed law of the national anthem, submitted by the committee of culture and media after finishing the first reading.
- The second reading of the draft law on accession of the Republic of Iraq to the agreement signed between the League of Arab States and the Government of the United States of Mexico to establish the Mexican fund of the international cooperation for development in 2006, submitted by the committees of foreign relations and economy and investment.
- The council hosted Mr. Rafie Al-Issawi, the minister of finance, and Mr. Ali Al-Shukri, the minister of planning, to discuss the law of infrastructure.
The council of representatives held on 15/7/2012 the sixth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 179 members.
- The chairman of the council of representatives decided to form a parliamentary committee from the human rights committee to investigate in the torture case of (Saddam Al-Batawi) based on a request submitted by 50 MPs to discuss this issue.
- The member of parliament Najib Abdullah read with a group of ladies and gentlemen from the members of the parliament a statement concerning the Muslims’ issue in Burma in which they condemned the crimes committed against them as genocide and ethnic cleansing, appealing in the name of the representatives of the Iraqi people who tasted the taste of injustice and killing in Halabja and marshes the international community to take urgent and necessary actions to stop what's happening in Burma, calling on the international humanitarian organizations to do its role to rescue the innocents in Burma.
- The second reading of the draft law of the official language submitted by the committees of the legal, culture and media, financial, education and higher education.
- The second reading of the draft law of the civil defense submitted by the committees of security and defense and legal.
The council of representatives held on 24/7/2012 the seventh session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 203 members.
- Mr. Al-Nujaifi announced that the presidency of the council decided to extend the council's sessions for two weeks and stop the vacation and dispatch of the ladies and gentlemen of the parliament members, calling on the relevant committees to expedite in providing the draft laws to accomplish them.
- The chairman of the council called the relevant parliamentary committees to submit private reports about the report of the financial audit department, pointing to the arrival of the supplementary budget to the council of representatives, expressing his hope to be voted on it during the next period.
- The member of the parliament Jawad Al-Bazoni read with a number of ladies and gentlemen of the members of the parliament a statement regarding the electricity reality in the city of Basrah in which he addressed the electrical power outage from the city under the rising of temperatures which led to demonstrations, calling for the release of detainees and giving the city of Basrah its dues, warning the security devices from shooting the demonstrators.
For his part Mr. Al-Nujaifi directed the committee of security and energy in the council of representatives to follow up the reality of electrical power in Basrah, stressing on the citizens' right to demonstrate peacefully and working to find solutions to the problems of Basrah.
- The first reading of the draft law on ratification of the memorandum of understanding signed between the Government of Republic of Iraq and the Government of Republic of Italy about the conditions and materials of the project regarding the rehabilitation program of the Iraqi meteorological service, the soft loan and the grant, submitted by the committees of service and construction and foreign relations.
- The first reading of the draft law on accession of the Republic of Iraq to the convention on plastic explosives distinction in order to detect it for the year 1991, submitted by the committees of foreign relations, security and defense, service and construction.
- The first reading of the proposed law to amend the law of affected compensation who lost a part of their bodies by the practices of the former regime No.(5) for the year 2009, submitted by the committee of martyrs and prisoners.
- The first reading of the draft law of the first amendment for the law of antiquities and heritage No.(55) for the year 2002, submitted by the committee of tourism and antiquities.
- The first reading of the draft law of Al-Nahrain Islamic Bank, submitted by the committees of financial and legal.
- The council voted in principle to continue to read the draft law of care of disabled and people with special needs, submitted by the committees of woman and family and childhood, labor and social affairs, health and environment after finishing the first reading of the law.
- The first reading of the draft law of social security, submitted by the committees of labor and social affairs and legal.
- The second reading of the draft law on ratification of the convention on economic and technical cooperation between the Government of Republic of Iraq and the Government of the People’s Republic of China, submitted by the committees of economy and investment, foreign relations and legal.
- The second reading of the draft law on ratification of the convention on organization of electronic signature provisions in the field of electronic transactions in the Arab states, submitted by the committees of foreign relations, economy and investment, financial and legal.
The council of representatives held on 26/7/2012 the eighth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 240 members.
- The member of the parliament Vian Dakhil, the head of the labor and service committee, confirmed in a statement the critical need of water in Baghdad, demanding to host the Mayor of Baghdad in the council of representatives to find out the approved plans to tackle water scarcity.
Mr. Al-Nujaifi directed to host each of the Mayor of Baghdad and the Governor of Baghdad during the next couple days to discuss the approved plans to provide drinking water.
- The council voted in principle on the draft law of social security submitted by the committees of labor and social affairs and legal.
- The council finished voting on the draft law of Diwan of Shiite and Sunni Waqf submitted by the committee of awqaf and religious affairs.
- The parliamentary energy committee read a resolution concerning the inability to solve the electricity problem by the Ministry of Electricity, which included to open the field of investment in the electrical power and give the provinces all the authorities to facilitate granting of investment licenses and the investment should be in energy production and transferring and distribution in coordination with the formations of the Ministry of Electricity as well as calling on the Ministries of Finance and Interior to provide the necessary facilitations for the investing companies in regards to the residency of experts and technicians, a multiple Visa and to expedite opening of banking credits.
- Mr. Al-Nujaifi called the committees of legal and energy to formulate a resolution about the calling to promote the investment in the electrical power by the companies, pointing out that the working on legislation of a law to deal with the providing of electricity issue will allow the Ministry of Electricity to work hard in coordination with the relevant authorities to develop this sector.
- The first reading of the draft law of the federal supplementary budget of the Republic of Iraq for the financial year 2012, submitted by the committees of financial, legal, economy and investment has been postponed to next Monday.
- The council of representatives discussed with Muhannad Al-Saadi, the minister of water resources, and general manager of Mosul dam the issue of Mosul dam.
- Mr. Al-Nujaifi announced that the council of representatives completed voting on 100 laws.
The council of representatives held on 28/7/2012 the ninth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 177 members.
- The council voted to extend the work of the Electoral Commission for 10 days.
- The MP Maha Al-Douri read a statement concerning the threats to blow up the shrine of Sayeda Zainab in Syria.
- Voting on the draft law on accession of the Republic of Iraq to the agreement signed between the League of Arab States and the Government of the United States of Mexico to establish the Mexican fund of the international cooperation for development in 2006, submitted by the committees of foreign relations and economy and investment.
- The council voted on ratification of the convention on encouragement and mutual protection of investments and its protocol between the Government of the Republic of Iraq and the Government of the Federal Republic of Germany, submitted by the committees of foreign relations, economy and investment, service and construction.
- Voting on ratification of the Arab convention on anti-money laundering and funding of terrorism, submitted by the committees of foreign relations, integrity, legal, economy and investment, service and construction and financial.
- Voting on the draft law on accession of the Republic of Iraq to the convention on investment disputes settlement between states and citizens of other states submitted by the committees of foreign relations and economy and investment.
- The council voted on the report regarding the situation and demands of the Turkmen in Iraq.
- The first reading of the draft law of the first amendment for the traffic Law No.(86) for the year 2004, submitted by the committees of security and defense and legal.
- The council voted in principle to continue to read the amendment proposal of the law of the Independent Higher Commission for Human rights after finishing the first reading of the law, submitted by the committees of human rights and legal.
- The first reading of the proposed law of Al-Basrah, Iraq's economic capital submitted by the committees of economy and investment, financial, regions and legal.
- The second reading of the draft law of ownership of the documents carrying nicknames for the displaced and migrants submitted by the committees of the displaced persons and legal.
- The second reading of the draft law of the Ministry of Municipalities submitted by the committee of service and construction and should be voted on in principle in the next session.
- The second reading of the proposed law of the second amendment for the law of provinces non-organized in a region No.21 for the year 2008, submitted by the committees of provinces and regions and legal.
The council of representatives held on 30/7/2012 the tenth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 204 members.
- The MP Nasreen Anwar read a statement with a large number of the MPs on the occasion of the 29th anniversary of the Anfal crime passing tomorrow which witnessed extermination of 8 thousand persons in a notorious operation.
- The MP Mohammed Kadhim Al-Hindawi read with a number of the MPs a statement in which he condemned the genocide against the Muslims of Burma in the province of Arakan by the buddhist terrorist groups with the support of the Burmese Government, stressing on the need to denounce and condemn the crime by the Government and the Parliament and provide urgent aids for the refugees and form a delegation from the Parliament and Government of Iraq in order to travel to the refugees camps in Bangladesh.
- The council voted in principle on refusing to continue to read the draft law of Ministry of Municipalities submitted by the committee of service and construction
- The presidency decided to postpone voting on the second amendment proposal for the election law of councils of provinces and districts and sub-districts No.(36) for the year 2008, submitted by the committees of provinces and regions and legal to next Wednesday.
- The council voted to approve a resolution regarding investment in electricity which included calling to establish a private investment commission in the field of electrical power to deal with the companies and to be its work in coordination with the Ministry of Electricity and relevant authorities, in addition to give the provinces enough authorities and coordinate with investment commission in order to enhance investment in the electricity field.
- The first reading of the proposed law to cancel the article (40) of the federal budget law for the year 2012, submitted by the committees of legal and financial.
- The MP Salim Abdullah, the head of the human rights committee, read a statement with a number of MPs in which he stressed on that the Iraqis are not a party in the ongoing conflict in Syria, calling in the same time the Iraqis not to be a party in any conflict.
- The first reading of the draft law on the federal supplementary budget of the Republic of Iraq for the financial year 2012, submitted by the committees of financial, legal, economy and investment, which comes in order to approve the general supplementary budget of the Republic of Iraq for the financial year 2012.
- The council hosted Mayor of Baghdad, Mr. Sabir Al-Issawi, and the Governor of Baghdad, Mr. Salah Abdul Razzaq to discuss scarcity of water issue in Baghdad.
The council of representatives held on 31/7/2012 the eleventh session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 232 members.
- The council voted on a resolution submitted by the committee of foreign relations that the ministry of foreign should stop start of the diplomatic rehabilitation course 27, till resolving of the legal and constitutional violations mentioned, and the committee will follow up the implementation of the resolution.
- The council voted in principle to continue to read the proposed law to amend the law of the Independent Higher Electoral Commission No.(11) for the year 2007 after finishing the first reading of the law.
