The council of representatives held on 1/8/2012 the twelfth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 235 members.
-The presidency decided to delay voting on each of the draft law of Federal Supreme Court and the draft law of Supreme Judicial Council submitted by the legal committee to tomorrow's session.
-The council voted in principle on refusing to continue to read the draft law of the federal supplementary budget of Republic of Iraq for the financial year 2012, submitted by the committees of financial, legal, economy and investment.
- The council voted on the second amendment proposal of the election law of councils of the provinces and districts and sub-districts No. (36) for the year 2008, submitted by committees of regions and provinces and legal.
- Voting on the draft law of the fourth amendment for the law of Cancer Council in Iraq No. (63) for the year 1985, submitted by the health committee.
- The council voted on the draft law of Diwan of Awqaf Christians and Yazidis and Mandaeans, submitted by the Awqaf committee.
- Voting on the draft law of students grant of governmental universities and institutes of Iraq, submitted by the committee of higher education and scientific research for supporting the Iraqi students from the sons of people with limited incomes in the governmental universities and institutes and encouraging them to continue and complete their studies.
- The second reading of the proposed law to amend the law of the Independent Higher Commission for Human Rights.
The council of representatives held on 2/8/2012 the thirteenth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 168 members.
- The council presidency decided to postpone voting on each of the draft law of Federal Supreme Court and the draft law of Supreme Judicial Council, submitted by the legal committee to next Sunday for discussing them.
- The committee of the awqaf and religious affairs congratulated the sons of the Yezidi religion in Iraq and the world on the occasion of the Eid Arbainet Summer, calling on working on consolidation of heavenly values that achieve freedom and equality among the Iraqi people.
- The council voted on the draft law to amend the law of state companies No. (22) for the year 1997, submitted by the committees of economy and investment and financial in order to authorize the Cabinet to spend on the funding companies.
- Voting on a number of items for the draft law of weapons, submitted by the committees of security and defense and legal, then the presidency postponed voting till an agreement is reached on some of contentious items.
- The council finished the discussion of the political parties’ law, submitted by legal committee.
- The first reading of the draft law on allocation (300.000.000) three hundred million dollars to the Kuwait Airways Company to pay off the lawsuits filed by the company against the Iraqi Airways Company and Iraqi Government, submitted by the committees of financial, service and construction and legal, in order to drop the lawsuits filed by the Kuwait Airways Company against the Iraqi Airways Company and Iraqi Government and compromise all its demands.
- The second reading of the proposed law to amend the Independent Higher Electoral commission law No. (11) for the year 2007.
The council of representatives held on 4/8/2012 the fourteenth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 205 members.
- The council discussed the visit of the Turkish foreign minister, Mr.Ahmed Dawood Oglu, to the province of Kirkuk based on a request submitted by a number of parliamentarians. Mr. Al-Nujaifi directed to host Mr. Hoshyar Zebari, the foreign minister, in the foreign relations committee to follow up the subject and present a report to the council of representatives.
- The council voted in principle on allocation (300.000.000) three hundred million dollars to the Kuwait Airways Company to pay off the lawsuits filed by the company against the Iraqi Airways Company and Iraqi Government submitted by the committees of financial, service and construction and legal.
- The council decided to postpone voting on a resolution to increase the percentage of agricultural sector budget from the total federal budget for the year 2013 to 10% instead of 1% approximately from the budget of previous years, submitted by the committee of agriculture, water and marsh.
- The first reading of the draft law of Iraqi Media Commission submitted by the committees of media and culture and legal, which aims to establish an Iraqi Media Commission.
- The council finished the discussion of the proposed law to amend the law of the Independent Higher Electoral Commission No. (11) for the year 2007.
- The second reading of the draft law of agricultural quarantine, submitted by the committee of agriculture, water and marsh.
- The second reading of the draft law on ratification of the treaty on ban, use, upgrading and transfer of cluster ammunition for the year 2008 (CCM), submitted by the committees of security and defense and foreign relations.
- The second reading of the draft law of the third amendment for the law of the Central Organization for Standardization and Quality Control No.(45) for the year 1979, submitted by the committees of economy and investment and financial.
The council of representatives held on 5/8/2012 the fifteenth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 170 members.
- The presidency decided to delay voting on each of the draft law of Federal Supreme Court and the draft law of Supreme Judicial Council submitted by the legal committee.
- The first reading of the proposed law of the second amendment for the law of university service No. (23) for the year 2008, submitted by the committee of higher education.
- The council postponed voting on a resolution submitted by 55 members to revote on extension of the work of the Commissioners Council in the Independent Higher Electoral Commission.
- The second reading of the draft law on ratification of the agreement to establish a free trade zone between the Government of Republic of Iraq and the Government of the Hashemite Kingdom of Jordan submitted by the committees of foreign relations and economy and investment.
- The second reading of the draft law on ratification of the Arab convention on transferring of punitive and correctional institutions inmates in the framework of the implementation of the criminal sentences, submitted by the committees of foreign relations and legal, integrity ,financial, service and construction.
- The second reading of the draft law on ratification of the Arab convention on anti-Corruption, submitted by the committees of foreign relations and legal, integrity ,financial, service and construction.
- The second reading of the draft law on ratification of the Arab convention on anti-organized crime across the national borders, submitted by the committees of foreign relations and legal, integrity ,financial, service and construction.
- The second reading of the draft law to cancel the resolutions of the disbanded revolution command council regarding the educational field No. (1117) for the year 1977, (1150) for the year 1978, (1677) for the year 1979, (972) for the year 1982, (1382) for the year 1982, (391) for the year 1983, (945) for the year 1984, (644) for the year 1989, (120) for the year 1992, (124) for the year 1992, (87) for the year 1996, (119) for the year 1998, submitted by the committees of education, higher education and legal.
- The second reading of the proposed law of the judicial investigation offices and the judicial investigators, submitted by the legal and human rights committees.
The council of representatives held on 6/8/2012 the sixteenth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 201 members.
- The council voted on a resolution included condemnation of the crimes committed against the Muslims in Myanmar (Burma) and calling on the international community to take urgent procedures to protect the Muslims and demanding the humanitarian organizations to exert efforts to preserve Muslims' rights in Burma.
- The council discussed voting on the members of the Independent Higher Electoral Commission.
- The presidency postponed voting on the second amendment proposal of the law of the Higher Commission for Human Rights, submitted by the committees of human rights and legal.
- Postponing voting on a resolution to reduce the wages of frequency spectrum and cancel the retroactivity on the Iraqi channels registered exclusively inside Iraq in support of it, submitted by the committee of culture and media.
- The second reading of the draft law on accession of the Republic of Iraq to the convention on protection and promotion of cultural expression variety, submitted by the committees of foreign relations and culture.
- The second reading of the draft law on accession of the Republic of Iraq to the convention on suppression of unlawful actions against the safety of maritime navigation, submitted by the committees of foreign relations, security and defense, service and construction.
- The second reading of the proposed law to cancel the (40) item regarding stopping of salaries of the local councils members (Neighborhoods and Districts) from the federal budget of the Republic of Iraq for the financial year 2012 No. (22) for the year 2012, submitted by the committees of legal, financial and regions.
The council of representatives held on 28/8/2012 the seventeenth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 181 members.
- The first reading of the third amendment proposal for the elections law of the councils of the provinces and districts and sub-districts No. (36) for the year 2008, submitted by the legal committee.
- The first reading of the draft law on ratification of the agreement to amend the convention on establishment of the Arab Company for construction and repairing of ships approved by the law No. (58) for the year 1974, submitted by the committees of foreign relations, service and construction, financial and legal.
- The second reading of the proposed law of the first amendment for the law of Board of Supreme Audit No. (31) for the year 2011, submitted by the committees of integrity and legal.
- The second reading of the proposed law of the first amendment for the law of Integrity Commission No. (30) for the year 2011, submitted by the committees of integrity and legal.
- The second reading of the draft law on ratification of the convention on international road transport for persons and goods between the Government of Republic of Iraq and the Government of the Hashemite Kingdom of Jordan, submitted by the committees of foreign relations, service and construction.
- The council discussed the recommendations of the tripartite committee in charge of the issue of oil pipelines passing within the ancient city of Babylon which included changing the track of the oil pipelines to outside of the ancient city according to a particular timetable and forming a committee from Ministries of Oil, Tourism and Antiquities and province of Babil to determine time duration for lifting the pipes as well as the support of the executive committee that will be formed by the financial allocations or acquisition of land for the pipelines alternative path.
The council of representatives held on 30/8/2012 the eighteenth session of the first legislative term for the third year under chairmanship of Qusay Al-Suhail, the first deputy of the chairman of the council of representatives. The session included the following:
- Presence 178 members.
- The constitutional oath for Mr. (Hassan Abdul Nabi Abbas) as an alternative member for Mr. Khalaf Abdul Samad Khalaf.
- Mr. Sohail urged the foreign relations committee to approach the Ministry of Foreign Affairs again about non-commitment to the resolution of the council of representatives concerning stopping of the start of the Foreign Service Institute course and present a report to the council about this issue.
- Postponing voting on the draft law of infrastructure reconstruction and service sectors, submitted by the committees of economy and investment, legal, financial, service and construction to the next Monday to re-draft the law.
- The first reading of the draft law of the National Council for Water, submitted by the committees of legal, agriculture and water and marsh.
- The first reading of the draft law of the Iraqi Employees Commission in intergovernmental organizations, submitted by the foreign relations committee in order to organize the operating of Iraqi experiences and competencies in intergovernmental organizations.
- The second reading of the third amendment proposal for the election law of the councils of the provinces and districts and sub-districts No. (36) for the year 2008, submitted by the legal committee.
- The second reading of the proposed law to amend the law of affected compensation who lost a part of their bodies by the practices of the former regime No. (5) for the year 2009, submitted by the martyrs and prisoners committee.
- The second reading of the draft law on ratification of the convention on legal and judicial cooperation in criminal issues between the Government of Republic of Iraq and the Government of Islamic Republic of Iran, submitted by the committees of foreign relations and legal.
