The council of representatives held on 3/9/2012 the nineteenth session of the first legislative term for the third year under chairmanship of Qusay Al-Suhail, the first deputy of the chairman of the council of representatives. The session included the following:
- Presence 199 members.
- The presidency decided to postpone voting on each of the draft law of Federal Supreme Court and the draft law of Supreme Judicial Council based on the desire of the heads of the blocs.
- The council voted on the proposal of the third amendment for the election law of the councils of provinces and districts and sub-districts No. (36) for the year 2008, submitted by the legal committee.
- Voting on the draft law of the agricultural modern villages submitted by the committee of agriculture, water and marsh.
- The council voted to extend the work of the Electoral Commission for 15 days.
- Postponing voting on the proposed law to amend the law of the Independent Higher Electoral Commission No. (11) for the year 2007 as amended, submitted by the legal committee.
- Voting on the draft law to cancel the resolutions of the disbanded revolution command council regarding the educational field, submitted by the committees of education, higher education and legal.
- The first reading of the draft law on accession of the Republic of Iraq to the convention on physical protection of nuclear materials submitted by the committees of foreign relations and security and defense.
- The first reading of the draft law of border crossings commission submitted by the committees of service and construction, security and defense and financial.
- The second reading of the draft law on ratification of the Republic of Iraq on UN treaty on comprehensive ban of nuclear test for the year 1996, submitted by the committees of foreign relations and security and defense.
- The second reading of the draft law to ban Al-Baath party and disbanded entities and racist, terrorist and expiatory activities submitted by the committees of security and defense and accountability and justice.
The council of representatives held on 11/9/2012 the twentieth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 184 members.
- The committee of martyrs and victims and political prisoners read a statement in which it condemned the criminal explosions in a number of provinces on last Sunday.
- Mr. Al-Nujaifi announced that the council of representatives will host Mr. Nouri Al-Maliki, the Prime Minister, in its Saturday’s session to discuss the draft law of infrastructure
- The presidency postponed based on a request from the heads of the parliamentary blocs voting on the proposed law to amend the law of Independent Higher Electoral Commission No. (11) for the year 2007, submitted by the legal committee to the next Thursday.
- The first reading of the proposed law to prevent coercion of the Iraqi to change his nationality submitted by the legal committee in order to entrench the principle of citizenship and equality.
- The first reading of the draft law on sale and rent of state funds submitted by the legal and financial committees.
- The second reading of the draft law of the convention on delivery of the convicts and sentenced between the Government of Republic of Iraq and the Government of Islamic Republic of Iran, submitted by the committees of foreign relations, legal, security and defense and human rights.
- The second reading of the draft law of Ministry of Agriculture submitted by the committee of agriculture and water.
- The second reading of the draft law of Al-Nahrain Islamic Bank submitted by the committees of financial and legal.
The council of representatives held on 13/9/2012 the twenty-first session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 233 members.
- The committee of awqaf and religious affairs read a statement in which it condemned production of film offends to the Messenger (r) by Egyptian Coptic Organization and with the support of an american extremist priest as it's immoral behavior and a blatant transgression on our religion and holy places.
- The council voted to cancel the proposed law to amend the law of Independent Higher Electoral Commission No.(11) for the year 2007, submitted by the legal committee.
- Voting on the draft law of the first amendment for the law of Ministry of Labor and Social Affairs No. (8) for the year 2006, submitted by the committees of labor and social affairs and legal.
- Voting on the draft law of Ministry of Science and Technology submitted by the committees of higher education and legal.
- The MP Ammar Tohme read a statement in which he condemned the offense against Imam Hussein (AS) by one of the officers in the district of Al-Madeena in Al-Basrah province, calling to sack the officer from the Iraqi army and refer him to the judiciary and trial of those involved in opening fire on civilians
- The presidency announced to postpone voting on each of the draft law of Federal Supreme Court and the draft law of Supreme Judicial Council based on a request by the heads of blocs to give more time for discussing them.
- The council of representatives discussed activation of the monitoring role for the council.
The council of representatives held on 15/9/2012 the twenty-second session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 199 members.
- Mr. Al-Nujaifi welcomed Mr. Nouri Al-Maliki, the Prime Minister, and the ministers and advisors for attending the general invitation to discuss the infrastructure law.
- Mr. Nouri Al-Maliki emphasized the importance of the infrastructure law in development of the infrastructure through payment on credit, especially since that many countries resort to this issue when financial resources are unable to fulfill the requirements of development.
- The second reading of the proposed law of the second amendment for the law of university service No.(23) for the year 2008, submitted by the higher education committee.
- The council voted in principle on the draft law of border crossings commission submitted by the committees of financial, service and construction, security and defense and legal.
- Voting on the draft law of ownership of the documents carrying nicknames for the displaced and migrants submitted by the committees of the displaced persons and legal.
The council of representatives held on 17/9/2012 the twenty-third session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 184 members.
- The women committee read a statement in which it refused formation of any independent commission or body without representation of women or marginalization of women’s role, calling for the preservation of the rights of women in democratic path and to be the representation of women is fundamental, demanding that women have an equitable representation in the Higher Electoral Commission and all independent bodies.
- The council voted on choosing 8 out of 9 of the members of the Independent Higher Electoral Commission. They are as follows:

- Postponing voting on the draft law of infrastructure reconstruction and service sectors submitted by the committees of economy and investment, legal, financial, service and construction to Tuesday's session of the next week.
- Postponing voting on each of the draft law of agricultural quarantine and the draft law of electronic signature and electronic transactions.
- The second reading of the draft law of the Iraqi Media Commission submitted by the committees of legal and culture and media.
- The council hosted Mr. Majeed Hama Amin, the minister of health, in a general discussion on the reality of the health institutions.
The council of representatives held on 25/9/2012 the twenty-fourth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 185 members.
- Mr. Al-Nujaifi announced to postpone voting on the draft law of infrastructure reconstruction and service sectors submitted by the committees of economy and investment, legal, financial, service and construction to the next Thursday's session for discussing the law.
- The council voted on the draft law of agricultural quarantine submitted by the agriculture committee.
- Voting on the draft law of electronic signature and electronic transactions submitted by the committee of service and construction.
- The first reading of the draft law on ratification of the convention on economic and technical cooperation between the Government of Republic of Iraq and the Government of the United States of America submitted by the committees of foreign relations and economy and investment, based on the desire of the Republic of Iraq and the United States of America in mutual cooperation between the two countries to achieve economic, political, social, balanced and integrated development in Iraq.
- The first reading of the draft law on ratification of the convention on investment incentives between the Government of Republic of Iraq and the Government of the United States of America submitted by the committees of foreign relations and economy and investment.
- The first reading of the draft law on ratification of the convention on determination of trade and investment fields between the Government of Republic of Iraq and the Government of the United States of America submitted by the committees of foreign relations and economy and investment.
- The first reading of the draft law on ratification of the memorandum of understanding in the field of reform support (building the abilities of the agricultural sector) between the Government of Republic of Iraq and the Government of the United States of America, submitted by the committees of foreign relations, economy and investment, agriculture and water and marsh.
- Mr. Al-Nujaifi announced to postpone the second reading of the proposed law of the Federation Council submitted by the committees of legal and regions and provinces.
- The council finished discussion of the proposal of the second amendment for the law of provinces non-organized in a region No.(21) for the year 2008, submitted by the committees of legal and regions and provinces.
The council of representatives held on 27/9/2012 the twenty-fifth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the council of representatives. The session included the following:
- Presence 201 members.
- The council voted for Ms. Kulshan Kamal to become the ninth member of the Independent Higher Electoral Commission.
- Voting to approve a resolution that one of the agents of the commissioners of the Independent Higher Electoral Commission will be from Christians.
- Postponing voting on the draft law of infrastructure reconstruction and service sectors submitted by the committees of economy and investment, legal, financial, service and construction.
- Postponing voting on the proposed law of general amnesty submitted by the committees of legal and human rights.
- Postponing voting on the draft law on ratification of the convention on international road transport for persons and goods between the Government of Republic of Iraq and the Government of Hashemite Kingdom of Jordan submitted by the committees of foreign relations and service and construction.
- Postponing voting on the draft law on ratification of the Arab anti-organized crime convention through the national borders submitted by the committees of foreign relations, integrity, legal and financial.
- Postponing voting on the draft law on accession of the Republic of Iraq to the convention on protection and promotion of cultural expression variety submitted by the committees of foreign relations and culture and media.
- The session was adjourned and the laws were postponed due to the lack of quorum for the session.
The council of representatives held on 29/9/2012 the twenty-sixth session of the first legislative term for the third year under chairmanship of Qusay Al-Suhail, the first deputy of the chairman of the council of representatives. The session included the following:
- Presence 176 members.
- The committee of security and defense and MPs of Al-Basrah province read a statement in which it condemned the assassination of the former governor of Basrah, Mr. Mohammed Misbah Al-Waeli, who worked hard and dedication during his tenure.
- The first reading of the draft law on accession of the Republic of Iraq to the international convention on suppression of terrorist attacks by bombs submitted by the committees of foreign relations and security and defense.
- The first reading of the draft law on ratification of the two mutual letters and memos and the minutes of discussions concerning the Japanese loan to the Republic of Iraq signed on 29/5/2012 for funding the upgrading project of Al-Basrah refinery /1 submitted by the financial committee.
- The first reading of the draft law on ratification of the two mutual letters and memos and the minutes of discussions concerning the Japanese loan to the Republic of Iraq signed on 29/5/2012 (rehabilitation of the health sector) and (development of communications networks in main cities) and (upgrading of Baiji refinery - engineering services) submitted by the financial committee.
- The first reading of the draft law of the second amendment for the law of customs tariff No.(22) for the year 2010 submitted by the committees of financial and economy and investment.
- The second reading of the proposed law to prevent coercion of the Iraqi to change his nationality submitted by the legal committee.
