The Council of Representatives held on 6/11/2012 the thirtieth session of the first legislative term for the third year under chairmanship of Qusay Al-Suhail, the first deputy the chairman of the Council of Representatives. The session included the following:
- Presence 182 members.
- The first reading of the draft law of the fifth amendment of the State Consultative Council law No.(65) for the year 1979, submitted by the legal committee.
- The first reading of the draft law of farmlands rent submitted by the committee of agriculture.
- The second reading of the draft law on ratification of the convention to amend the convention on establishment of the Arab Company for the construction and repairing of ships, approved by the law No.(58) for the year 1974, submitted by the committees of foreign relations, service and reconstruction, finance, gas and oil.
- The second reading of the draft law on accession of the Republic of Iraq to the convention on physical protection of nuclear materials submitted by the committees of foreign relations and security and defense.
- The second reading of the draft law of the first amendment of the disbanded CPA order No.(86) for the year 2004, submitted by the committees of security and defense and legal.
- The second reading of the draft law of the first amendment of the public roads law No.(35) for the year 2002, submitted by the committees of security and defense and legal.
- The Council discussed the policy of the Central Bank of Iraq.
The Council of Representatives held on 8/11/2012 the thirty-first session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 174 members.
- The MP Mohammad Jamsheed recited a statement with the participation of security and defense committee and a number of MPs from different blocs in which he condemned the repeated attacks on the Shabaks in several areas.
- The Council voted on the draft law on ratification of the Arab convention on anti-corruption submitted by the committees of integrity, foreign relations and legal.
- The Council Presidency postponed voting on the draft law of the Monetary and Banking Training Center submitted by the finance committee to another session in order to reformulate it in agreement with the legal committee.
- Voting of the draft law of Al-Nahrain Islamic Bank submitted by the committees of finance and legal.
- The first reading of the draft law on ratification of the convention on establishment of the International Academy for anti-corruption as an international organization submitted by the committees of integrity, foreign relations and legal.
- The second reading of the proposed law of the monthly grants for the athletes, champions and pioneers submitted by the committee of youth and sport.
- The second reading of the draft law of sale and rent of state funds submitted by the committees of finance and legal.
- The Chairman of the Council of Representatives announced on formation of a parliamentary committee under his chairmanship and includes each of the committees of finance, integrity and legal, in order to investigate the files regarding the property and rented estates belonging to the State which have been sold and submit a report to the Presidency within 10 days.
- Mr. Al-Nujaifi indicated that the Council of Representatives will host the Ministers of Finance, Planning and Trade in next Monday session in order to discuss the issue of ration card canceling.
The Council of Representatives held on 12/11/2012 the thirty-second session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 167 members.
- The Council voted on the draft law of the convention on economic and technical cooperation between the Government of the Republic of Iraq and the Government of the People's Republic of China submitted by the committees of economy and investment, foreign relations and legal.
- The Council voted in principle to continue to read the fifth amendment of the law of the State Consultative Council No.(65) for the year 1979, submitted by the legal committee.
- Voting on the proposed law to prevent coercion of the Iraqi to change his nationality submitted by the legal committee.
- The first reading of the draft law of the federal budget to the Republic of Iraq for the financial year 2013, submitted by the finance committee.
- Mr. Nujaifi stressed on the importance of providing the final accounts approved by the Council of Ministers with the federal budget, pointing out that the Council of Representatives has repeatedly asked the government to submit the final accounts in each year, calling on the government to deal with the dereliction and the delay in submitting the final accounts.
- The draft law on accession of the Republic of Iraq to the international convention on suppression of terrorist bombings submitted by the committees of foreign relations and security and defense.
- The Council voted to approve the draft resolution of the proposed budget to the Iraqi Council of Representatives for the financial year 2013.
- The second reading of the draft law on accession of the Republic of Iraq to the convention on the distinction of plastic explosives in order to detect it for the year 1991, submitted by the committees of foreign relations, Security and defense, services and reconstruction.
- The Council of Representatives hosted each of Rafie Al-Issawi, the Minister of Finance, and Khairallah Babiker, the Minister of Trade, in a general invitation to discuss the ration card.
The Council of Representatives held on 20/11/2012 the thirty-third session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 178 members.
- The Council of Representatives voted to form a committee comprising the committees of security and defense, women and human rights to investigate the arrest and torture of women.
- Voting to form an investigative committee comprising the committees of security and defense and human rights to investigate torture cases in the prisons.
- The Council voted to form a committee comprising the committees of security and defense and integrity to investigate the information that there is a case of corruption in the Russian Arms Deal.
- The Council discussed the Israeli aggression on Gaza submitted by the committees of foreign relations and human rights.
- MP Hamoudi read a statement on behalf of the foreign relations committee in which he condemned the blatant defiance of the international will and the clear violation of all human rights standards after the sinning aggression of Zionist enemy against the Palestinian people in the Gaza Strip, using the latest military machines in killing and destruction of infrastructure and human beings.
- MP Azhar Al-Sheikhly condemned in a statement read by her on behalf of human rights committee the Israeli brutal aggression on Gaza, calling on the international organizations to take actions to stop human rights violations and deter the Israeli enemy that violates the humanitarian norms and standards.
- The Council of Representatives voted on a resolution to support the Palestinians in Gaza included sending a parliamentary delegation headed by the chairman of the Council of Representatives and members of the Council from all blocs and committees, as well as sending a medical delegation immediately to Gaza to be familiar with the health situation, as well as calling for an urgent conference for Arab Parliaments in Baghdad and reconsider the Arab choices in this issue.
- The Council of Representatives donated by 2 billion dinars from its own budget to the Palestinian people in Gaza to buy food and medical materials.
- Voting on the proposed law to amend the law of affected compensation who lost a part of their bodies by the practices of the former regime No.(5) for the year 2009, submitted by the committee of the martyrs, victims and political prisoners.
- The Council voted on the draft law on ratification of organization of provisions of the electronic signature in the field of electronic transactions in the Arab countries submitted by the committees of economy and investment, finance and foreign relations.
- The Presidency decided to postpone the discussion of the final accounts of the federal budget and hosting of Minister of Finance and the head of the Board of Supreme Audit to the next week.
- The Council started the second reading of the federal budget draft law of Republic of Iraq for the financial year 2013, submitted by the committees of finance and economy and investment.
The Council of Representatives held on 28/11/2012 the thirty-fourth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 178 members.
- The committee of human rights read an initial report on female detainees in the Iraqi prisons in which the committee indicated to hold a series of meetings with the relevant ministries and institutions in order to focus on the reality of women in the prisons.
- The first reading of the proposed law on fourth amendment for the elections law of councils of provinces and district and sub-district No.(36) for the year 2008 as amended, submitted by the legal committee.
The Council of Representatives held on 29/11/2012 the thirty-fifth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives.
- The chairman of the Council of Representatives adjourned the session shortly after the session held until Saturday 1/12/2012, because of an altercation among a number of MPs.
