The Council of Representatives held on 1/12/2012 the thirty-sixth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, chairman of the Council of Representatives. The session included the following:
- Presence 179 members.
- The Council voted on the draft law on accession of the Republic of Iraq to the convention on suppression of unlawful actions against the safety of maritime navigation, submitted by the committees of security and defense, services and construction and foreign relations.
- Voting on the draft law of first amendment for the order of disbanded CPA No. (86) for the year 2004, submitted by the committees of security and defense and legal.
- Voting in principle on the proposed law of the fourth amendment for the elections law of councils of provinces and districts and sub-districts No.(36) for the year 2008 as amended, submitted by the legal committee.
- MP Bahaa Al-Araji, the chairman of integrity committee, read a report on the works of the committee and the obstacles in resolving claims regarding the Integrity Commission, in which he indicated that the committee completed the legislation of integrity and financial audit laws, pointing out that during the current legislative term (13) hosting and two conferences have been implemented, as well as referring (16) important cases to the Integrity Commission, and (17) recommendations to the relevant authorities, in addition to refer (24) complaints to the Integrity Commission and issuing (56) arrest warrants and bringing in against officials in the State.
- The first reading of the draft law on ratification of the convention between the UN and the Republic of Iraq on the activities of the UN mission to provide assistance to Iraq, submitted by the committees of foreign relations and legal in order to ratify the convention signed on 3/6/2005 in New York.
- The Council resumed the discussions regarding the second reading of the draft law of general budget for the Republic of Iraq for the financial year 2013, submitted by the committees of finance and economy and investment.
- The second reading of the proposed law of the fourth amendment for the elections law of councils of provinces and districts and sub-districts No.(36) for the year 2008 as amended, submitted by the legal committee.
- The second reading of the draft law on ratification of the convention on economic and technical cooperation between the Government of Republic of Iraq and the Government of the United States of America, submitted by the committees of foreign relations and economy and investment.
- The second reading of the draft law on ratification of the convention on investment incentives between the Government of Republic of Iraq and the Government of the United States of America, submitted by the committees of foreign relations and economy and investment.
- The second reading of the draft law on ratification of the convention on determination of trade and investment fields between the Government of Republic of Iraq and the Government of the United States of America, submitted by the committees of foreign relations and economy and investment.
- The second reading of the draft law on ratification of the memorandum of understanding in the field of reform support (building the abilities of the agricultural sector) between the Government of Republic of Iraq and the Government of the United States of America, submitted by the committees of foreign relations and agriculture, water and marshes.
- The second reading of the draft law of the first amendment for the law of night guards No.(8) for the year 2000, submitted by the committees of legal, security and defense and finance.

The Council of Representatives held on 3/12/2012 the thirty-seventh session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 199 members.
- The Council started voting on the draft law of communication and informatics, submitted by the committees of services and construction, culture and media and legal.
- The first reading of the proposed law of the first amendment for the law of Ministry of Industry and Minerals No.(38) for the year 2011, submitted by the committee of economy and investment.
- The committee of labor and social affairs read a statement on the occasion of world day for persons with disabilities, in which the committee called for taking care of disabled persons and preserve their rights and dignity.
- The first reading of the draft law of animal health, submitted by the committees of agriculture, water and marshes and legal.
- The first reading of the draft law of first amendment for the law of agricultural lending fund for peasants and small farmers No.(28) for the year 2009, submitted by the committees of agriculture, water and marshes and finance.
- The first reading of the draft law on accession of the Republic of Iraq to the convention of Arab Organization for communication and information technology, submitted by the committees of foreign relations and services and construction.
- The second reading of the draft law on accession of the Republic of Iraq to the Statute for the Standards and Metrology Institute for the Islamic Countries (SMIIC) which entered into force on 16/7/2010, submitted by the committees of foreign relations and legal.
- The second reading of the draft law on accession of the Republic of Iraq to the convention on establishment of International Islamic Institution for trade funding, submitted by the committees of foreign relations, economy and investment and awqaf and religious affairs.
- The second reading of the draft law on accession of the Republic of Iraq to the Protocol of anti-manufacturing of firearms and its parts and components and ammunition, and trafficking illegally supplementing to the UN convention on anti-organized crime across the national borders, submitted by the committees of security and defense and foreign relations.
- The second reading of the draft law on ratification of the convention on training of Iraqi security forces between the Government of Republic of Iraq and NATO, submitted by the committee of security and defense.
- The second reading of the draft law to prevent use and spread of silenced weapons, submitted by the committee of security and defense.
- The Council resumed the discussion of the draft law of the federal budget for the Republic of Iraq for the financial year 2013, submitted by the committees of finance and economy and investment.
The Council of Representatives held on 4/12/2012 the thirty-eighth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 215 members.
- The Council voted on the estimated budget of the High Commission for Human Rights for the financial year 2013 which is (26.855.544.640) dinars.
- Postponing voting on the proposed law of fourth amendment for the elections law of councils of provinces and districts and sub-districts No.(36) for the year 2008, submitted by the legal committee.
- Postponing voting on each of the law of Federal Court and law of Supreme Judicial Council, submitted by the legal committee to the next week based on a request by the relevant committee.
- The Council voted on the draft law of first amendment for the law of salaries of state employees and general sector No.(22) for the year 2008, submitted by the legal committee.
- The Council resumed its discussion of the draft law of the federal budget for the Republic of Iraq for the financial year 2013, submitted by the committees of finance and economy and investment.
The Council of Representatives held on 11/12/2012 the thirty-ninth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 179 members.
- The Presidency decided to postpone voting on the proposed law of the fourth amendment for the elections law of councils of provinces and districts and sub-districts No.(36) for the year 2008 as amended, submitted by the legal committee to next Thursday based on a request by the committee in order to give the opportunity to meet with the Electoral Commission to resolve the options that will be included in the draft law.
- The first reading of the proposed law to extend the service of Doctors, submitted by the health and environment committee.
- The first reading of the proposed law to cancel the resolution of the disbanded revolution command council No.(1559) for the year 1978 and No.(189) for the year 1978.
- The second reading of the draft law on regulation of the farmlands rent and ownership of the right to dispose for graduates of college of agriculture and veterinarians, submitted by the committees of agriculture, water and marshes, legal and finance.
- The second reading of the draft law on ratification of the Arab convention on anti-information technology crimes, submitted by the committees of foreign relations, integrity, legal, services and construction, finance and culture and media.
- The Council continued the discussion of the draft law of the federal budget for the Republic of Iraq for the financial year 2013, submitted by the committees of finance and economy and investment.
- The committee of human rights read a statement on the occasion of world day for human rights in which it stressed on the importance of working together among the legislative, executive and judicial institutions in cooperation with civil society organizations to ensure human rights and make it a top priority.
- The Council discussed the issue of the final accounts for the general budget in the presence of Mr. Rafie Al-Issawi, the Minister of Finance, and Mr. Abdel Basset Turki, the Head of the Board of Supreme Audit.
The Council of Representatives held on 13/12/2012 the fortieth session of the first legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 190 members.
- The Council voted on the proposed law of the fourth amendment for the elections law of the councils of provinces and districts and sub-districts No.(36) for the year 2008 as amended, submitted by the legal committee.
- Voting on the draft law on accession of the Republic of Iraq to the convention on distinction of plastic explosives in order to detect it for the year 1991, submitted by the committees of foreign relations, security and defense and services and construction.
- Voting on the draft law on accession of the Republic of Iraq to the convention on physical protection for the nuclear materials, submitted by the committees of foreign relations and security and defense.
- Voting on the draft law on accession of the Republic of Iraq to the international convention on suppression of terrorist bombings, submitted by the committees of foreign relations and security and defense.
- Voting on the draft law on ratification of the convention on economic and technical cooperation between the Government of Republic of Iraq and the Government of the United States of America, submitted by the committees of foreign relations and economy and investment.
- Voting on the draft law on ratification of the convention on investment incentives between the Government of Republic of Iraq and the Government of the United States of America, submitted by the committees of foreign relations and economy and investment.

The Council of Representatives held on 15/12/2012 the first session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 170 members.
- The Council voted based on the desire of the legal committee in agreement with the Electoral Commission to switch the word (entity) contained in the proposed amendment to the elections law of councils of provinces and districts and sub-districts to the word (list) to be consistent with the applicable technical aspects in the Commission.
- The Council voted on the draft law of the Supreme Judicial Council, submitted by the legal committee.
- The Council discussed the subject of issuing a resolution from the Council of Representatives to prohibit the internal fighting and prevent recourse to armed force based on a request by MP Haval Khader Saeed.
The Council of Representatives held on 24/12/2012 the second session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the chairman of the Council of Representatives. The session included the following:
- Presence 177 members.
- The Council voted on the draft law of the first amendment for the law of public roads No.(35) of 2002, submitted by the committee of services and construction.
- Voting on the proposed law of the first amendment for the law of Ministry of Industry and Minerals No.(38) of 2011, submitted by the committee of economy and investment.
- Voting on the proposed law to prevent the import of toys that incite violence submitted by the committees of women and security and defense.
- Voting on the draft law on accession of the Republic of Iraq to the basic system of Islamic States Institute for standards and metrology, submitted by the committees of foreign relations, legal and endowments.
- Voting on the draft law on ratification of the convention to amend the convention on establishment of the Arab Company for the construction and repairing of ships approved by the law No.(58) of 1974, submitted by the committees of foreign relations, oil and energy, finance, services and construction.
- The Council voted on the draft law on accession of the Republic of Iraq to the Protocol of anti-manufacturing of firearms and its parts, components and ammunition, and traffic it illegally supplementing to the UN convention on anti-organized crime cross the national borders, submitted by the committees of foreign relations and security and defense.
- Voting on the draft law on accession of the Republic of Iraq to the convention on establishment of the International Islamic Institution for Trade Funding, submitted by the committees of foreign relations, economy and investment and endowments.

- The Presidency of the Council of Representatives decided to question Mr. Jassim Mohammed Jaafar, Minister of Youth and Sport, on next Wednesday. The Presidency indicated that the questioning will be conducted even in the absence of the Minister and to be familiar with the accusations and take the necessary decision about it. MP Bahaa Al-Araji who submitted the questioning request consider that non-presence of Minister of Youth and Sport represents a dangerous precedent in the work of the Council of Representatives, calling for voting on the dismissal of the Minister in case of not answering the questions or not attending the questioning session.
- The committee of culture and media offered condolences in a statement for the loss of the cultural family each of the great poet Mohammed Ali Al-Khafaji and the writer Zuhair Ahmed Al-Qaisi.
- The second reading of the draft law of National Council for Water submitted by the committees of agriculture, water and marshes, and legal.
- The Council discussed the subject of the questionnaire for the MPs on the development of the parliamentary Code of Conduct in Iraq.
- The Council continued the discussion of the draft law of the federal budget for the Republic of Iraq for the financial year 2013, submitted by the committees of finance and economy and investment.
