The Council of Representatives held on 8/1/2013 the third session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives.
The session witnessed an altercation among a number of MPs from different blocs led to the lack of continuation of the session and adjourned until next day and make it open.
On Wednesday 9/1/2013 and before noon that day, the Speaker of the Council of Representatives adjourned this open session until holding the fourth session of the second legislative term for the third year at the same day (Wednesday afternoon).
The Council of Representatives held on 9/1/2013 the fourth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Presence 233 members.
- MP Bahaa Al-Araji, head of the integrity committee and head of the special investigative committee of the deal of Russian arms, read the committee's report, which it referred to the existence of contracts for the Russian arms deal have been signed by initials between the Iraqi side and the Russian side, as well as starting the financial transactions through overtures and correspondences for the Bank of trade of Iraq and to negotiate with the manufacturers of arms under the supervision of the Russian Federal Agency for Armament.
- The Council voted to refer the report of the special investigative committee of the Russian arms deal to the Integrity Commission.
- The first reading of the proposed law to determine the tenure of the President of the Republic, Speaker of the Council of Representatives and the Prime of the Cabinet submitted by the legal committee.
The Council of Representatives held on 10/1/2013 the fifth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Presence 180 members.
- Mr. Al-Nujaifi decided to determine the next Monday as a final date to question the Minister of Youth and Sport, in case of his absence the Council will vote to dismiss him.
- The Presidency decided to postpone voting on the proposed law of general amnesty submitted by the committees of legal and human rights to next Monday.
- The first reading of the draft law to amend the law of social care No.(126) of 1980, submitted by the committee of labor and social affairs.
- The Council voted in principle to continue the first reading of draft law of first amendment for the order of CPA No.(87) of 2004, submitted by the committees of legal, economy and investment, and services and construction.
- The first reading of the draft law of the second amendment for the law of return of politicians dismissed No.(24) of 2005 as amended, submitted by the committees of martyrs, victims and political prisoners, and legal.
- The first reading of the proposed law of National Fund for supporting NGOs in development projects submitted by the committee of civil society organizations.
- The Presidency of the Council decided to prevent MP Hanan Al-Fatlawi from participating in the activities of the Council until providing an official apology to the Speaker of the Council, due to lack of commitment to the Rules of Procedure.
The Council of Representatives held on 14/1/2013 the sixth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Presence 220 members.
- Mr. Al-Nujaifi stressed on the implementation of the decision of Presidency by preventing MP Hanan Al-Fatlawi from participating in the session and voting or providing interventions until providing an official apology to the Presidency of the Council.
- The Council started the process of questioning Mr. Jassim Mohammed Jaafar, Minister of Youth and Sport, in absentia.
- The Presidency decided to postpone voting on the draft law of Federal Court submitted by the legal committee to the next week.
- Postponing voting on the proposed law of general amnesty submitted by the committees of legal and human rights to the next week.
- The second reading of the proposed law to determine the tenure of the President of the Republic, Speaker of the Council of Representatives and the Prime of the Cabinet submitted by the legal committee.
The Council of Representatives held on 22/1/2013 the seventh session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Presence 205 members.
- Mr. Al-Nujaifi offered condolences to the Council of Representatives and to the sons of the Iraqi people for the martyrdom of MP Aifan Al-Issawi. The Speaker of the Council instructed the committee of security and defense to investigate in the incident and submit a report in this regard to the Council of Representatives.
- Postponing voting on the draft law of Federal Court submitted by the legal committee to the next session to ensure the quorum for voting.
- The Council voted on the proposed law of monthly grants for champions athletes and pioneers submitted by the committees of youth and sport, legal and finance.
- Postponing the first reading for the proposed law of the Federal Commission of Inspector General submitted by the integrity committee.
- The second reading of the draft law of Iraqi national anthem submitted by the committee of culture and media.
- The second reading of the draft law on ratification of the two mutual letters and memorandums and the minutes of discussions concerning the Japanese loan to the Republic of Iraq signed on 29/5/2012 (rehabilitation of the health sector) and (development of communication network in the main cities) submitted by the committee of finance.
- The second reading of the draft law on ratification of the two mutual letters and memorandums and the minutes of discussions concerning the Japanese loan to the Republic of Iraq signed on 29/5/2012 (upgrading Al-Basrah refinery) submitted by the committee of finance.
- The second reading of the draft law of registration, adoption and protection of agricultural varieties submitted by the committee of agriculture and water.
The Council of Representatives held on 26/1/2013 the eighth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Presence 170 members.
- The committee of endowments and religious affairs congratulated in a statement the Islamic Nation and the sons of Iraqi people on the occasion of the birth of Prophet Mohammed.
- The Council voted on the decision of the Presidency of the Council of Representatives to form a parliamentary committee from the committees of security and defense and human rights, in addition to the chairmen of Iraqiya and State of Law to start its investigations in Fallujah and submit a report within 48 hours to take the necessary actions against those involved.
- The Presidency decided to donate amounts of money to the families of martyrs in Fallujah.
- MP Arshad Al-Salhi denounced in a statement read by him in the name of Turkmen members the terrorist attacks that targeted the Turkmen constituent.
- The Council voted on the proposed law to determine the tenure of the President of the Republic, Speaker of the Council of Representatives and the Prime Minister in order to organize the tenure of the three Presidencies and related provisions.
- The finance committee ended reading the special report of the federal budget.
- Mr. Al-Nujaifi announced accepting the official apology submitted by the MP Ibrahim Al-Jaafari, the Head of National Coalition, on behalf of MP Hanan Al-Fatlawi after violating the Bylaws of the Council.
The Council of Representatives held on 28/1/2013 the ninth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Presence 169 members.
- Mr. Thamer Ibrahim Zahir took the constitutional oath as a substitute MP for the martyr Eifan Saadoun Eifan.
- The first reading of the draft law of Ministry of Health submitted by the committees of health and environment, and legal.
- The first reading of the draft law of the first amendment for the law of protection of Iraqi products No.(11) of 2010, submitted by the committees of economy and investment, and legal.
- The second reading of the draft law of the second amendment for the law of re-employ the politically quit No.(24) of 2005 as amended submitted by the committees of martyrs, victims and political prisoners, and legal.
- MP Sheikh Khalid Al-Attiya read an initial report in the name of the parliamentary committee formed in regard of the unfortunate events in Fallujah.
