The Council of Representatives held on 6/3/2013 the thirteenth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Presence 168 members.
- The Council started voting on the draft law of the budget submitted by the committees of finance and economy and investment where it has been voted on 12 items of the draft law.
The revenues of the federal budget for the financial year 2013 are estimated (119296663096) Iraqi Dinars. Where the revenues by exporting the crude oil were calculated based on the average price of $ 90 per barrel and the rate of exporting 2 million and 900 thousand barrels per day, including 250 thousand barrels per day for the amount of oil produced in Kurdistan region.
The budget included allocating expenses for the financial year 2013 (138424608000) Iraqi Dinars. The total planned deficit of the federal budget (19127944904) Iraqi Dinars. This deficit will be covered from cash retained in the Development Fund for Iraq and internal and external borrowing and the percentage of surplus expected from increasing selling prices of oil or production increase. The federal budget for the financial year 2013 identified 17% of the total expenses to the Kurdistan region, also taking into account the rations of provinces not organized in a region by population. The federal budget included allocating revenues for the security and defense sector (19702296000) Iraqi Dinars, while allocated (12782897000) Iraqi Dinars for the education sector and (29456011000) Iraqi Dinars for energy sector.
The Council of Representatives held on 7/3/2013 the fourteenth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Presence 168 members.
- Voting on the draft law of the budget submitted by the committees of finance, and economy and investment.
- Voting on the return of dismissed against the backdrop of security events in 2008 in the Charge of the Knights and the consequent in Baghdad and the central and southern provinces, and appointing fighters of marshes and Rafha refugees as well as introduction of grades to appoint Asahoat in all State Departments.
The Council of Representatives held on 31/3/2013 the fifteenth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Presence 165 members.
- The committees of culture and media, high education and education mourned in a statement the departure of Sheikh of the Iraqi historians, thinker Dr. Hussein Amin, who died at the age of 88 years.
- Mr. Al-Nujaifi gave a warning to the MPs who are continuously absent from the sessions of the Council of Representatives, warning them to take legal actions against them which lead to dismiss them from the membership of the Council in case of exceeding the legal limit of absence without informing them.
- The Council voted not to approve the increase the financial deduction for not attending the session of the Council and committees meetings.
- The Council voted on the draft law on ratification of the convention on establishment of the International Academy for anti-corruption as an international organization submitted by the committees of integrity, foreign relations and legal.
- Voting on the draft law on ratification of the two mutual letters and memos and the minutes of discussions concerning the Japanese loan to the Republic of Iraq signed on 29/5/2012, submitted by the finance committee to promote the financial relations between Iraq and Japan and approving the two mutual letters and memos and the minutes of discussions to encourage development efforts in Iraq in the fields of rehabilitation of the health sector, development of communications networks in the main cities and upgrading of Baiji refinery - engineering services.
- Voting on the draft law on ratification of the two mutual letters and memos and the minutes of discussions concerning the Japanese loan to the Republic of Iraq signed on 29/5/2012, submitted by the finance committee to promote the financial relations between Iraq and Japan and approving the two mutual letters and memos and the minutes of discussions to encourage development efforts in Iraq in the field of upgrading of Basrah refinery/1.
- The Presidency postponed voting on the draft law to detach Dar Al-Nahrain for Printing from the Central Bank of Iraq and attach it to the Ministry of Education submitted by the committees of education and finance after the request of the education committee.
- voting on the draft law of the Ministry of Agriculture, submitted by the committee of agriculture, water and marshes.
- The Council started voting on the draft law of registration and adoption and protection of the agricultural varieties, submitted by the committee of agriculture, water and marshes.
- The second reading of the draft law on accession of the Republic of Iraq to the convention of Arab Organization for communication and information technology, submitted by the committees of foreign relations and services and construction.
- The Council hosted each of Anbar governor, representative of Ninewa governor, head and members of the Independent High Electoral Commission to discuss postponing the elections of Anbar and Ninewa. Mr. Al-Nujaifi directed the legal committee to draft a decision about the postponement of elections to submit it in tomorrow's session.
