Details of the sessions for April 2013

 

 

 

The Council of Representatives held on 1/4/2013 the sixteenth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:

- Presence 175 members.

- The Speaker of the Council announced that the response of the General Secretariat of the Cabinet regarding hosting commander in chief of the armed forces and security leaders contained an objection to respond to the request of hosting due to lack of prior coordination, pointing out that the General Secretariat reported that there is no possibility to hold a plenary and public session to discuss the security situation because of its impact on the country security and citizen with willingness to hold a limited and confidential session includes the leaders of the blocs and the heads of the committees in the Cabinet.

- The Presidency postponed voting on the validity of the membership of MP (Thamer Ibrahim Zahir) submitted by the legal committee for the lack of a two-third majority needed to prove the membership.

- The Council voted on the draft law of registration, adoption and protection of the agricultural varieties, submitted by the committee of agriculture, water and marshes.

- The Council finished the second reading of the draft law to amend the law of social care No.(126) of 1980, submitted by the committee of labor and social affairs.

- The Council discussed the issue of contamination of irrigation channel in Husseiniya River in Karbala after voting to add it in the agenda at the request of MP Iman Al-Moussawi signed by 50 MPs.

 

 

  

The Council of Representatives held on 3/4/2013 the seventeenth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:

- Presence 188 members.

- The committee of martyrs and political prisoners read a statement in which it condemned the crime of Faili Kurds displacement by Saddam's buried regime indicating that it was displaced more than 250 thousand citizens after dropping the nationality by the defunct regime and seizing their properties and their villages. The Council of Representatives voted to consider the issue of Faili Kurds as a genocide which requires accelerating to compensate them for what they have suffered and returning their properties through the Property Claims Commission.

- The second reading of the draft law of the first amendment for the  Coalition Provisional Authority Order No.(87) of 2004, regarding the Administrative Court concerning the complaints affairs and disputes arising on granting of contracts by the government submitted by the committees of legal, economy and investment, services and construction.

- The second reading of the draft law of official holidays submitted by the committees of endowments and religious affairs, culture and media, and legal.

- The second reading of the draft law of forensic medicine submitted by the committee of health and environment.

- The second reading of the draft law of the fifth amendment for the law of State Consultative Council No.(65) of 1979, submitted by the legal committee.

 

 

  

The Council of Representatives held on 6/4/2013 the eighteenth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:

- Presence 169 members.

- The Presidency decided to postpone voting on the validity of the membership of MP (Thamer Ibrahim Zahir) submitted by the legal committee for the lack of two-third of number of MPs for voting.

- The first reading of the draft law to amend the law of seizing of the smuggled money and prohibited for trading in the local markets No.(18) of 2008, submitted by the committees of finance and legal.

- The first reading of the draft law of the first amendment for the law of service and military retirement No.(3) of 2010, submitted by the committees of legal, security and defense, and finance.

- The first reading of the draft law of the eighth amendment for the law of the Ministry of High Education and Scientific Research No.(40) of 1988, submitted by the committee of high education.

- The first reading of the draft law of the Martyrs Foundation submitted by the committee of martyrs, victims and political prisoners.

- The first reading of the draft law of University of Defense for Military Studies submitted by the committees of security and defense, and legal.

- The second reading of the draft law of doctors protection submitted by the committee of health and environment.

- The second reading of the draft law of Ministry of Foreign Affairs submitted by the committee of foreign relations and to be discussed at a later session.

 

 

The Council of Representatives held on 8/4/2013 the nineteenth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:

- Presence 167 members.

- The committee of high education read a statement on the occasion of 33rd anniversary of the martyrdom of the great Islamic thinker grand ayatollah Mohammed Baqir Al-Sadr and his sister martyr Bint Al-Huda.

- The committee of martyrs, victims and political prisoners read a statement on the occasion of the martyrdom of the thinker and religious authority Seyyid Mohammed Baqir Al-Sadr and his sister Amna Bint Al-Huda.

- Mr. Al-Nujaifi indicated that he received an official letter from the government about the hosting of the Prime Minister included an emphasis on setting a date later.

- The Council voted on the draft law on ratification of the Arab convention of anti-information technology crimes submitted by the committees of foreign relations, integrity, legal, services and construction, finance, culture and media.

- The second reading of the proposed law to cancel the resolution of the disbanded revolution command council No.(1559) of 1978 and No.(189) of 1978, submitted by the committee of health and environment.

- The Council completed the discussion of the draft law of Ministry of Foreign Affairs submitted by the committee of foreign affairs after finishing the second reading in the previous session.

- The first reading of the draft law on ratification of the convention on encouragement and protection of investment between the Government of the Republic of Iraq and the Government of Japan, submitted by the committees of foreign relations and economy and investment.

- The Presidency postponed the first reading for each of the draft laws of the Iraqi scientific compound and private universities and colleges submitted by the committees of high education and legal.

- The first reading of the draft law of establishment of private health institutions submitted by the committees of health and environment, and legal.
