Details of the sessions for May 2013

 

 

The Council of Representatives held on 7/5/2013 the twentieth session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:

- Attendance 174 MPs.

- The Presidency postponed voting on validity of the membership of MP (Thamer Ibrahim Zahir) submitted by the legal committee for non-completion of two thirds of number of MPs.

- Mr. Nujaifi stressed in a response to the request of MP Bahaa Al-Araji, the need to accelerate voting on the law of criminalization of the Ba'ath Party that the draft law has been presented to the committees of security and defense legal, accountability and justice to study it. The law gained approval of the committee of security and defense while the other committees didn't provide their opinion on it.

- The Council voted on the recommendations of the committee of agriculture contained in a statement that was read by the committee regarding the floods and torrents experienced by a number of provinces, including southern region and the legacy of damages to peasants in those areas.

- The Council voted to allocate a billion dinars from the budget of the Council of Representatives to compensate those affected by the floods, in addition to form a fact-finding committee comprising the committees of agriculture and water, health and environment, and finance

- The Council voted on the draft law to amend the law of social care No.(126) of 1980, submitted by the committee of labor and social affairs.

- Voting on the draft law on accession of the Republic of Iraq to the convention of Arab Organization for Communications and Information Technology submitted by the committee of foreign relations.

- The first reading of the draft law to amend the penal code No.(111) of 1969, submitted by the legal committee.

- The first reading of the draft law to amend the criminal procedure No.(23) of 1971.

- The Presidency decided to postpone the first reading of draft law of the first amendment for the law of the Supreme National Commission for Accountability and Justice No.(10) of 2008, and the first reading of the draft law on seizure and confiscation of movable and immovable property belonging to the pillars of the former regime submitted by the committees of legal and accountability and justice to the Thursday's session.

- The second reading of the labor law submitted by the committees of labor and social affairs and the organizations of civil society, which includes 157 items and to be discussed in the next session.

 

 

 

 

The Council of Representatives held on 9/5/2013 the 21st session of the second legislative term for the third year under chairmanship of Qusay Al-Suhail, first deputy speaker of the Council of Representatives. The session included the following:

- Attendance 170 MPs.

- The committee of martyrs, victims and political prisoners read a statement on the occasion of 30th anniversary of the arrest and martyrdom of a constellation of Sada Al-Hakeem in which it pointed to the arrest of Saddam's security services for a number of family members reached 36 of Sada Al-Hakeem, including women and children in Najaf City where many of them were executed, in addition to the hard circumstances experienced by the family.

- Postponing the first reading of the draft law on ratification of the convention between the Government of the Republic of Iraq and the Government of the State of Kuwait on the organization of maritime navigation in the Khawr Abd Allah submitted by the committees of foreign relations and legal, at the request of the committee of foreign relations the importance to postpone the convention to a near session to discuss it.

- The first reading of the draft law of the Iraqi Scientific Academy submitted by the committees of high education and legal.

- The first reading of the draft law of private universities and colleges submitted by the committees of high education and legal.

- Postponing the discussion of the draft law of labor submitted by the committees of labor and social affairs, and civil society organizations, the second reading of the draft law of the second amendment for  the law of customs tariff No.(22) of 2010 as amended submitted by the committees of finance and, economy and investment and the proposed law of the first amendment for the law of service and retirement for the interior security forces No.(18) of 2011, submitted by the committee of security and defense.

 

 

The Council of Representatives held on 11/5/2013 the 22nd session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:

 

- Attendance 177 MPs.

- Discussing the draft law of labor submitted by the committees of labor and social affairs, and civil society organizations after finishing the second reading in the previous session.

- The committee of endowments and religious affairs read a statement in which it condemned targeting several mosques in Baghdad recently and led to a number of victims.

- The second reading of the draft law of the second amendment for  the law of customs tariff No.(22) of 2010 as amended submitted by the committees of finance and, economy and investment

- The second reading of proposed law of the first amendment for the law of service and retirement for the interior security forces No.(18) of 2011, submitted by the committee of security and defense.

 

 

The Council of Representatives held on 13/5/2013 the 23rd session of the second legislative term for the third year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:

 

-Attendance 165 MPs.

- The Council voted on the draft law of second amendment to the law of re-employ the politically quit No.(24) of 2005 as amended, submitted by the committees of martyrs, victims and political prisoners, and legal.

- The parliamentary investigative committee on the breaches and violations of the General Inspector of the Ministry of Health read a report on this matter after approving by the Council to put it on the session's agenda.

- MP Mohsen Al-Awadi presented a report on the damages to the agricultural crops in province of Babil due to the wave of rain. The MP pointed out that the wave of rain caused damage to about 90% of the agricultural crops especially wheat and barley, which inflicted heavy losses to farmers.

Mr. Al-Nujaifi instructed the parliamentary committee formed the necessity to accelerate its work and visit the affected provinces to submit a comprehensive report to the Council of Representatives.

 

- The first reading of the draft law of the first amendment to the law of Political Prisoners Foundation No.(4) of 2006, submitted by the committee of martyrs, victims and political prisoners for the purpose of defining the meaning of political prisoner and detainee and reconsider the formations of the Foundation in order to facilitate the completion of petitions of  political prisoners and detainees and specify the privileges and salaries allocated to the political prisoner and political detainee and to the families of who died.
