The Council of Representatives held on 18/6/2013 the first session of the first legislative term for the fourth year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Attendance 175 MPs.
- The Council voted on the draft law on ratification of the convention on training Iraqi security forces between the government of republic of Iraq and NATO, submitted by the committee of security and defense.
- The Council voted on the draft law of first amendment to the order of CPA No.(87) of 2004, submitted by the committees of legal, economy and investment, services and construction.
- The Presidency postponed voting on the draft law of Monetary and Banking Training Center, submitted by the committee of finance.
- Voting on the draft law of the fifth amendment to the law of State Consultative Council No.(65) of 1979, submitted by the legal committee.
- Postponing voting on the draft law of sale and rent of state funds, submitted by the committees of finance, legal, endowments, economy and investment.
- The first reading of the draft law on ratification of the convention on organizing the maritime navigation in Khowr Abd Allah between the government of republic of Iraq and the government of state of Kuwait, submitted by the committees of foreign relations and legal.
- The Presidency of the Council of Representatives decided to host each of the Minister of Foreign Affairs and Minister of Transport in the Council session on Thursday to clarify the convention on maritime navigation and all what concerning the conventions and relation with Kuwait to enable the Council to make the right decision about the conventions.
- The second reading of the draft law on ratification of the convention on establishing a joint committee for cooperation between the government of republic of Iraq and the government of state of Kuwait, submitted by the committees of foreign relations, economy and investment, health and environment, culture and media.
- The second reading of the draft law of the first amendment to the law of service and military retirement No.(3) of 2010, submitted by the committees of security and defense, legal and finance.
- The second reading of the draft law of the first amendment to the law of Political Prisoners Foundation No.(4) of 2006, submitted by the committees of martyrs, victims and political prisoners, and legal.
The Council of Representatives held on 20/6/2013 the second session of the first legislative term for the fourth year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Attendance 192 MPs.
- The committee of high education read a statement in which it mourned martyrs students of University of Imam Sadiq after a terrorist incident targeted husseiniya Habib Bin Mudaher Al-asadi, pointing out that the heinous crime that left more than 30 martyrs of students during the exams aims to sow disunity and stirring sectarian sedition.
- The Presidency decided to postpone voting on appointing Mr. Raad Jalil Zarzis Matty Kacha Chi as a head of the Divan of Endowments of the Christian, Ezidian and Sabian Mandaean Religions in the rank of minister at the request of the committee of endowments and religious affairs until the submission of the names of candidates for the presidency of the Shiite and Sunni endowments and vote on them at once.
- The Council voted on accepting the resignation of MP Ali Al-Tamimi from the membership of the Council of Representatives.
- The Council postponed voting on appointing Dr. Ali Shydk Sarut Al-Zubaidi the post of adviser in the Ministry of Education to another session.
- The first reading of draft law on ratification of the convention on partnership and cooperation between the Government of the Republic of Iraq and EU signed in Brussels on 11/5/2012, submitted by the committees of foreign relations and legal.
- The first reading of draft law on ratification of the convention on economic cooperation and trade development between the Government of the Republic of Iraq and the Government of Czech Republic, submitted by the committees of foreign relations, economy and investment.
- The first reading of draft law on ratification of the convention on cultural cooperation between the Government of the Republic of Iraq and the Government of the Republic of Ukraine, submitted by the committees of foreign relations, culture and media.
- The Council discussed the visit of the delegation of the committee of human rights to Netherlands to brief the reality of Iraqi refugees who the Dutch authorities intend to forcibly return them to Iraq.
- The Council voted on the resolution of the committee of human rights to solve the problem of migrants which provides for opening ways to communicate with the Dutch official side and confirming to reject the forced return without providing the means of a comfortable life in Iraq, in addition to demanding the Ministry of Foreign Affairs to provide a comprehensive database for the Iraqis who have been accepted or rejected their asylum requests. As well as write a letter to the Dutch side to evaluate the current situation for refugees and form a parliamentary delegation to meet the Dutch delegation which will visit Iraq next month.
The Council of Representatives held on 23/6/2013 the third session of the first legislative term for the fourth year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Attendance 217 MPs.
- Mr. Hussam Ali Hussein was sworn in as a MP substitute for the resigned MP Ali Mohsen Assi who took over as the governor of Baghdad.
- Voting on joining MP Jawad Kadhim Al-Jibouri to the committee of civil society organizations as a substitute for the resigned MP Ali Mohsen Assi. Mr. Al-Nujaifi instructed the committee to hold an urgent meeting to choose a head for the committee of civil society organizations.
- The Council voted on the proposed law of the second amendment to the law of provinces non-organized in a region No.(21) of 2008, submitted by the committees of legal and regions.
- The Council voted in principle on continuing to read the draft law of compensation of justice victims, submitted by the committees of human rights and legal after finishing the first reading.
- The second reading of the draft law to amend the law of seizing of the smuggled money and prohibited traded in the local markets No.(18) of 2008, submitted by the committees of finance and legal. |
