Objected to allocating (400) thousand tons as the Kurdistan Region's share of wheat receipt, noting that Ministry of Agriculture data and satellite imagery indicate production that may reach 800 thousand tons, and called for addressing the Council of Ministers to reconsider, as a fixed ceiling does not encourage agricultural marketing

Stressed that legislation and parliamentary decisions (especially the agricultural ones and the governing budget) must clearly and without exception cover the citizens and farmers of the Kurdistan Region.

Pointed to an annual shortfall of 4 trillion in non-oil revenues between planned and realized, rejected the multitude of internal inspection points between the Region and the center, considering them a tool of extortion and delay, and proposed forming a parliamentary committee to audit this shortfall in past budgets.

Proposed delaying the start of sessions to 1 p.m. to facilitate the arrival of MPs from the governorates and the Region, stressing commitment to committee attendance.
