Session Report

The Council of Representatives held on (20/4/2026) its eighteenth session of the first legislative term of the first legislative year of the sixth electoral cycle, chaired by Speaker Haibat Al-Halbousi, with (198) MPs in attendance. The session included:

_ First reading of the proposed Flag Service (Conscription) Law, submitted by the Security and Defense Committee.

_ Speaker Haibat Al-Halbousi said: "We do not want to militarize society; rather, we want young people to feel they belong to the homeland. This law is the 'Flag Service Law', and we refuse to call it compulsory conscription."

_ Mr. Haibat Al-Halbousi called on the Security and Defense Committee to work in a team spirit and give sufficient time to discuss any proposal submitted by MPs regarding the Flag Service bill, directing that the concerned officials in the Ministries of Defense, Planning and Finance and the Army Chief of Staff be hosted to hear their observations on the law.

_ First reading of the proposed Fifth Amendment Law to the Iraqi Cancer Board Law No. (63) of 1985, submitted by the Health and Combating Psychotropic Substances Committee.
