Session (19) First Term / First Year

The Council of Representatives held on (21/4/2026) its nineteenth session of the first legislative term of the first legislative year of the sixth electoral cycle, chaired by First Deputy Speaker Adnan Faihan, with (183) MPs in attendance. The session included:

_ Mr. Adnan Faihan directed the parliamentary Security and Defense Committee to host the Director General of the Energy Police to verify the causes of the assault on the protesting engineers in Basra Governorate.

_ First reading of the proposed National Water Council Law, submitted by the Agriculture, Water Resources, Marshlands and Environment Committee.

_ Voting on a parliamentary resolution concerning the state of the agricultural plan, the mechanism for receiving the wheat crop, and supporting farmers and cultivators, after adding it to the session agenda. The resolution obligated the federal government and the Ministry of Finance to pay farmers' dues for the wheat crop of the 2024-2025 agricultural season; cancelled the application of the Ministerial Council for Economy's decision regarding wheat prices for the current agricultural season, adopting the same pricing as the previous year in accordance with the Ministerial Council for Economy's decision; provided for estimating the yield through committees that assess it realistically rather than setting it at 750 kg per dunam; cancelled the advance-withholding system upon crop delivery, reverting to the previous system in accordance with the Ministerial Council for Economy's decision; and suspended claims on farmers' loans until the budget is approved and all their financial dues are paid.

_ First Deputy Speaker Adnan Faihan directed that the concerned officials in the Ministries of Interior and Electricity and the Tourism Authority be hosted, along with the owners of tourist hotels and private-sector tourism companies, to follow up on the files related to issuing entry visas and residency, in addition to instructing the concerned parliamentary committees to follow up on all recommendations issued by the Council.

_ The First Deputy Speaker directed the Finance Committee to work on submitting a proposal concerning contract employees whose salaries were suspended for 2026 due to the non-arrival of the federal general budget law, taking into consideration doing them justice by restoring their salaries.

_ First reading of the proposed Arbitration Law, submitted by the Legal Affairs Committee.

The session was then adjourned until next Wednesday.
