Session (5) Second Term / First Year

The Council of Representatives held on (23/7/2026) its fifth session of the second legislative term of the first legislative year of the sixth electoral cycle, chaired by Speaker Haibat Al-Halbousi, with (222) in attendance. The session included:

- The Speaker stressed the importance of resolving all legislative backlogs and starting with a clear line in accordance with the Constitution and the laws in force, particularly ratifying the final accounts of previous years' budgets.
- Mr. Haibat Al-Halbousi affirmed the Council's keenness to follow up on the deteriorating state of electricity throughout Iraq, directing that the Minister of Electricity and the ministry's senior staff be summoned next Monday to discuss the electricity crisis.
- The Council approved changing the session agenda to discussing the deteriorating state of electricity in most governorates, as well as the level of services in other sectors.
- The MPs' interventions focused on demanding that the Ministry of Electricity pay attention to the production, transmission and distribution of electric power with a focus on the revenue-collection file; demanding that the Ministry of Oil expedite gas extraction for investment in electricity production; calling for no encroachment on emergency lines in a number of governorates; demanding that the Ministry of Finance launch the appointments of the relatives of politically dismissed persons and fund farmers' dues; developing passport-issuance systems for citizens including those outside Iraq; calling for addressing state ministries to resolve the file of abolishing and creating job grades to make room for longtime graduates; stressing the completion of unfinished projects in the governorates that touch citizens' lives in various service sectors; in addition to taking into consideration the water crisis in Basra as one of the disasters striking citizens, and demanding the rehabilitation of water canals and treatment plants.

- The interventions also stressed demanding that the Council of Ministers send the final accounts to the Council and address the matter before voting on the general budgets, along with demanding that the procedures for the transactions of martyrs' families be facilitated and that an appropriate mechanism be established for disbursing their pension salaries, giving importance to following up on the work of border crossings and auditing all products and materials, and demanding hazard allowances for security forces personnel in the central and southern governorates on par with their peers in the other governorates.
- Mr. Adnan Faihan affirmed that the Council of Representatives will continue its oversight role, monitoring the work of all state institutions and taking the necessary measures during the current parliamentary term.

The session was then adjourned until next Saturday.
