Session Report
The Council of Representatives held, on 9/8/2026, its eighth session of the second legislative term of the first legislative year of the sixth electoral cycle, chaired by Mr. Haibat Al-Halbousi, Speaker of the Council, with (239) members present. The session included:
- Recitation of Surat Al-Fatiha in memory of the martyrs of Iraq who fell during the recent targeting of security headquarters.

- A number of members condemned the violation of Iraqi airspace by American and Saudi aircraft and the attacks that struck headquarters of the Popular Mobilization Forces, which claimed 17 martyrs and left others wounded. They called on the government to adopt a firm stance through political and diplomatic measures, to file a complaint before international courts, to document these attacks internationally, and to oblige the aggressor states to provide international guarantees against any assault on Iraq's sovereignty and security. They further called on the International Coalition to abide by the agreements and to end its presence within the agreed timeframes, to expedite the amendment of the Service and Retirement Law for the Popular Mobilization Forces, to arm the security forces — particularly the air defense branch — and to compensate the families of the martyrs.
- Mr. Adnan Faihan stated that the Council Presidency had addressed the government requesting that it send the Service and Retirement Law for the Popular Mobilization Forces so that its enactment may proceed, noting the formation of a parliamentary fact-finding committee to examine the measures taken regarding the aggression against Iraq.
- First reading of the proposed Juvenile Welfare Law submitted by the Committee of Labor, Civil Society Organizations, Federal Service Council, Youth and Sports.
- First reading of the proposed Second Amendment Law to the Mukhtars Law No. (13) of 2011, submitted by the Committee of Regions, Governorates Not Incorporated into a Region, Planning, Government Program, Endowments, Culture and Tourism.
- Second reading of the proposed Twenty-Second Amendment Law to the Cadre Law No. (25) of 1960, submitted by the Finance and Legal Affairs Committees.
- Members' interventions focused on demanding the allocation of contract-based job grades for long-standing graduates through grades arising from abolition and creation cases, provided that they be granted tenure within one year of the staffing movement; ensuring implementation of the law within the 2027 budget in consideration of the financial aspect, particularly for first- and second-grade positions; the need to add job titles relating to medical cadres; and calling for the consolidation of the numerous amendments made to the Cadre Law into a single piece of legislation.
