Session Report
The Council of Representatives held, on 11/8/2026, its ninth session of the second legislative term of the first legislative year of the sixth electoral cycle, chaired by Mr. Haibat Al-Halbousi, Speaker of the Council. The session included:
- First reading of the proposed First Amendment Law to the Law on Supporting Physicians No. (36) of 2016, submitted by the Legal Affairs Committee.
- First reading of the proposed Law on Granting Employees Extended Ordinary Leave, submitted by the Legal Affairs and Finance Committees.
- Second reading of the proposed Third Amendment Law to the Iraqi Jurists Union Law No. (137) of 1981, submitted by the Legal Affairs Committee.
- Members' interventions focused on presenting their observations regarding the amendment of the Jurists Union Law, among them the demand to set the electoral cycle at four years, with the vote of confidence for the Union's presidency granted only once; the call for the terms of the Vice President, the Secretary and the Treasurer not to exceed two years; setting the membership of the executive bureau at ten members distributed among the governorates; the demand to establish a social solidarity fund for the Union's members; extending to jurists the privileges granted to their counterparts among lawyers and establishing rights for their retirees; and including in the amendment the right to appeal a penalty, together with specification of the appellate authority.
- Second reading of the proposed Law Amending the Legal Profession Law No. (173) of 1965, submitted by the Legal Affairs Committee.
