The Council of Representatives held, on 10/9/2026, its eighteenth session of the second legislative term of the first legislative year of the sixth electoral cycle, chaired by Mr. Adnan Faihan, First Deputy Speaker of the Council, with (174) members present. The session included:
- Postponement of the first reading of the draft Law on the Regulation of Service Fees in Centrally Funded State Departments and Their Devolution, submitted by the Committee of Services and Reconstruction and the Finance Committee.
- First reading of the draft First Amendment Law to the Irrigation Law No. (83) of 2017, submitted by the Committee of Agriculture, Water Resources, Marshes and Environment.
- A number of members read out a statement on the dangerous escalation in the occupied Palestinian territories, particularly in the West Bank, the expansion of settlements and the demolition of holy sites, calling on the Council Presidency to place the Palestinian cause on the agenda of a special session to discuss the repercussions of the escalation and to adopt a clear parliamentary position commensurate with the continuing violations against the Palestinian people; they called for condemning the occupation's repeated attacks, recommending that the government intensify Arab and international diplomatic and political action to condemn the violations of the occupation forces, and addressing the Arab Parliament to convene an emergency session to discuss the latest developments in the occupied Palestinian territories.
- Second reading of the draft First Amendment Law to the Traffic Law No. (8) of 2019, submitted by the Security and Defense Committee and the Finance Committee.
- Members' interventions focused on the importance of reviewing some of the fine amounts stipulated in the Traffic Law; the need for a mechanism to notify the offender of the fine so as to avoid doubling of the amount imposed; the call to regulate the presence of tuk-tuk vehicles on the streets; a proposal to waive the fine on the vehicle owner in the case of a single offence; the importance of solving the problem of duplicated vehicle plate numbers, which harms the original vehicle owner and leads to security breaches; the demand to extend the period for objecting to imposed fines from fifteen to thirty days; and the suggestion that fines imposed through monitoring devices be set at only 50%.
- Mr. Adnan Faihan directed that a joint parliamentary workshop be held between the Security and Defense Committee and the Finance Committee to discuss the proposals submitted for amending the Traffic Law, in order to proceed to a vote on it.
