Session Report
On (9/10/2020), the House of Representatives held its fourth session of the first legislative term for the third year, the fourth electoral cycle headed by Mr. Muhammad Al-Halbousi and attended by (187), and included the session.

- The council postponing consideration of the appeals submitted about the validity of the membership of some women and gentlemen until the legal quorum of two-thirds of the council members is achieved.

-Mrs. Wafa Hussain Salman did the constitutional Oath  in the place of former Representative Qassem Al-Araji, in addition to Ms. Iqbal Adnan instead of the late Representative Ghaida Kampash to fill the parliament.

- The General Secretariat of the Council of Representatives reviews the progress of legislative procedures for draft laws and proposals referred to all parliamentary committees in terms of their number, voting, and which have been read.

- Calling on the head of the Halbousi Council to move forward with the wheel of legislation and give priority to draft laws, directing the formation of a committee headed by the Vice President of the Council, Mr. Bashir Al-Haddad, and the membership of the Secretary-General of the Council and the directors of the Parliamentary and Research Departments, provided that its tasks are to conduct tours of the parliamentary committees to present a report on the work and map of legislation for each committee  And evaluate its work.

- The Legal Committee presented in a report its legislative activity, including its submission of 13 law proposals and its study of more than 100 proposals submitted by the Presidency of the Council and Parliamentary Committees.

-Dr. Bashir Al-Haddad, Second Deputy Speaker of Parliament, presided over part of the session.

- The first reading of the proposed law to amend the Law of the Police College No. (37) for the year 2000 submitted by the Security and Defense Committee.

- The first reading of the proposed law of the first amendment of the Judicial Supervision Authority Law No. (29) of 2016 submitted by the Legal Committee.

- The first reading of the draft law on the accession of the Republic of Iraq to the protocol of 2005 amending the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation for the year 1988 submitted by the Committees on External Relations, Security, Defense, Agriculture, Water and the Marshlands. 

-The first reading of the draft Law of the Third Amendment to the Law of Implementation of Irrigation Projects No. 138 of 1971 submitted by the Agriculture, Water and Marsh Committee.

- The first reading of the draft Law of the Second Amendment to the Veterinary Medical Graduation Law No. (136) of 1980 submitted by the Health and Environment, Agriculture, Water and Marsh Committees.

- Public discussions focused on the claims of the concerned authorities on the health situation with the increase in cases of infection with Corona virus and commitment to prevention measures in government institutions, achieving justice in the distribution ratios between governorates upon admission to military colleges, and renewing the call to support the ration card file by increasing the financial allocations for it in the next budget,  Paying the financial dues to the farmers of Nineveh Governorate, and demanding that farmers benefit from the marketed rice crop to support the ration card items and not import it from abroad, and call for all employees who died while performing their duty due to the Corona pandemic as martyrs, similar to health cadres.

- The statement of the representative of the government in the House of Representatives that the Council of Ministers is proceeding with the completion of the general budget law, in addition to the creation of data for citizens in the ration card and the distribution of job grades in state institutions based on geographical areas and not on an ethnic or sectarian basis.
