On (10/12/2020), the House of Representatives resumed its eleventh session of the first legislative term for the third year of the fourth electoral cycle headed by Mr. Hassan Al-Kaabi. The session included: 

- Reading Surat Al-Fatiha as a tribute to the deceased Mr. Jassem Al-Tawergawi, the preacher of Al-Minbar Al-Husseini, who died yesterday. 

- Mr. Hassan Al-Kaabi welcomed the attendance of Mr. Adel Al-Rikabi, Minister of Labor and Social Affairs, and the administrative team accompanying him to the council session to answer an oral question. 

- Representative Hoda Sajjad's request to know the total financial cost of the projects that the Ministry of Labor contracted with private sector companies with partnership contracts and to know the cost of each project and the percentage of participation from the project funds and the economic feasibility of these partnerships. 

- The Minister of Labor and Social Affairs clarified in his response that the financing of contracts was from the Retirement and Guarantee Fund for workers and with a legal authority according to the laws in force in the ministry, especially the Ministry of Labor and Social Affairs Law No. 8 of 2006. 

- The Minister pointed out that the participation rate of the Workers' Pension Fund was 50 percent and that 300 workers were employed in one of the projects and their subsequent inclusion in the retirement law, adding to that the concluded projects fall within the principle of encouraging Iraqi national industry, especially since profits will reach between 50 to 57 percent. 

MP Hoda Sajjad commented on the ministry’s violation of the law by contracting the Al-Hamra Health Insurance Company for beneficiaries and holding booths. 

- The Minister of Labor affirmed the legality of the contracts concluded according to the controls and decisions of the Council of Ministers and the laws in force and the payment of financial obligations by the Social Protection Authority Fund without prejudice to the financial subsidies provided to the beneficiaries, stressing the importance of supporting and encouraging partnership projects, especially that some projects distributed in the governorates reached  It's more than 80 percent. 

- The question of Representative Hoda Sajjad about the ministry’s measures to preserve the funds of the National Company for Tourism Investments and Real Estate Projects, in which the Pension and Workers Guarantee Fund contributes 66 percent. 

- The Minister’s statement that the company is within the mixed sector and is managed according to the Joint Stock Companies Law No. 21 of 1997, indicating that the defect in the company's management is caused by the lack of government representatives in its management, which requires legislative amendment that the Ministry seeks to present to the House of Representatives for its legislation, in addition to the Ministry forming a committee  Inspection to audit the company's work and accounts, with serious and fast procedures. 

- Mr. Hassan Al Kaabi, First Deputy Chairman of the Council, expressed his thanks to the Minister of Labor and Social Affairs for his answer to the supervisory questions and his efforts in the ministry and the deputy submitted to the question, directing the Parliamentary Services and Reconstruction Committee in coordination with Baghdad and other governorates in order to expedite the allocation of plots of land for the construction of stalls projects
