On (12/15/2020), the House of Representatives held its twenty-eighth session of the first legislative term for the third year, the fourth electoral cycle headed by Mr. Muhammad al-Halbousi and attended by (209) deputies, and the session included:
- The Speaker of the Council expressed deep sadness and sorrow for the death of Representative Hanin Al-Qaddo, calling on him to be mercy and forgiveness and to his family patience and comfort.
- Representative Hassan Shaker recited a statement commemorating the death of MP Al-Qaddo, recalling his career history, after which the council read Surat Al-Fatiha as a tribute to him.
- Voting to grant confidence to Mrs. Hiyam Nehme Mahmoud Al-Haidari, for her position as Minister of State and membership of the Council of Ministers.
- Muhammad Hussein Shather Badeel, the late MP Ali Al-Aboudi and Ayoub Youssef Al-Rabaei, alternate to the late MP Hussein Al-Zuhairi and Na`im Abdul-Mohsen Omar, instead of Representative Faleh Yunus Al-Issawi, for their membership in Parliament.
- Postponing the consideration of the appeals submitted about the validity of the membership of some women and gentlemen, due to the lack of a constitutional quorum of two-thirds of the number of members.
- Instructing Mr. Al-Halbousi to set dates for the interrogation of the President of the Media and Communications Commission, the Governor of the Central Bank and the Minister of Finance, according to the Council’s agenda, in addition to directing the Legal Committee to illuminate its legislative procedures to complete the Federal Court’s law.
- Voting on the draft law on the accession of the Republic of Iraq to the International Hydrographic Organization Convention, as amended and submitted by the Foreign Relations Committee.
- To vote on forming a representative committee headed by the head of the Security and Defense Committee and the membership of other representatives to follow up farmers' demands regarding agricultural contracts and other issues, provided that it submits its report to the council within fifteen days.
- To vote on forming a parliamentary committee to follow up the implementation of Diwaniya Order No. 29 related to combating corruption and to select representatives for it from the integrity, legal and human rights committees.
Voting to form a parliamentary committee headed by Deputy Abd al-Ilah al-Naeli to verify the legality of the government's implementation of decisions and laws related to transitional justice.
- The second reading of the draft law on the accession of the Republic of Iraq to the 1996 Protocol to the Convention for the Prevention of Marine Pollution Arising from the dumping of waste and other materials for the year 1972 submitted by the Committee on Foreign Relations.
Part of the session was chaired by Second Deputy Bashir Al-Haddad.
- The second reading of the proposed law of the first amendment of the House of Representatives Law and its Formations No. (13) of 2018 submitted by the Legal Committee.
- The first reading of the proposed publishing law in the Official Gazette No. (78) of 1977 submitted by the Legal Committee.
- The interventions of the ladies and gentlemen of the representatives that dealt with discussing a number of general issues, including the demand to activate the principle of decentralization in the work of state institutions and departments in the governorates, implement government promises to pay farmers' dues, and address the conditions of retirees who were referred to retirement according to the new amendment and the need to follow up the issue of currency appreciation and its impact on The local market and the livelihood of citizens, and the call for speeding up the passage of the Federal Court Law.
- The session was adjourned to Wednesday 16/12/2020
