Session (3) Second Term / First Year

The Council of Representatives held on (19/7/2026) its third session of the second legislative term of the first legislative year of the sixth electoral cycle, chaired by Speaker Haibat Al-Halbousi, with (182) in attendance. The session included:

- Voting to annul the appointment of Mr. Muhyi Murtadha Al-Qazwini as head of the Federal Service Council along with his two deputies, recommending that the government hand the Council's administration to its oldest member.

- First reading of the proposed Twenty-Second Amendment Law to the Staffing Law No. (25) of 1960, submitted by the Finance and Legal Affairs committees.

- First reading of the proposed Third Amendment Law to the Jurists Union Law No. (137) of 1981, submitted by the Legal Affairs Committee.

- Reading the Ministry of Defense's report on following up the circumstances of the shooting of Iraqi fishermen by the Kuwaiti coast guard, which led to the killing of the Iraqi fisherman Najm Abdullah Khalid Al-Tamimi and the wounding of another, in addition to the arrest of a number of Iraqi fishermen. The Council declared its solidarity with the Iraqi fishermen's demands and the protection of their rights. The parliamentary committee recommended considering the fisherman Najm Abdullah a martyr under the applicable Ministry of Defense Martyrs and Wounded Law, with the ministry covering the treatment costs of the wounded Iraqi fisherman and compensating the other fishermen harmed by the incident; relieving Staff Vice Admiral Mazin Abdulwahid, commander of the naval force, Staff Rear Admiral Wael Abdulmuhsin, director of naval operations, and Staff Rear Admiral Laith Abdulsattar, commander of the Umm Qasr naval base, with the same ministry appointing replacements; issuing a letter of thanks to Major General Hikmat Halim Dhayi, commander of the Fourth Region of the Border Guard Forces Command at the Ministry of Interior, and Intelligence Major General Dhulfiqar Zaki Kadhim, director of intelligence at the Ministry of Defense; in addition to forming a committee from the Council of Representatives and the concerned authorities to follow up on the release of the Iraqi fishermen detained and sentenced in the State of Kuwait in previous incidents.

- Speaker Haibat Al-Halbousi thanked the parliamentary delegation that visited Basra Governorate to examine the circumstances of the incident.

- Voting to adopt the Security and Defense Committee's recommendations regarding the shooting of the Iraqi fishermen.

- First reading of the proposed Second Amendment Law to the Chemists Syndicate Law No. (43) of 1970, submitted by the Committee of Labor, Civil Society Organizations, Federal Service Council, Youth and Sports and the Legal Affairs Committee.

- First reading of the draft First Amendment Law to the Sunni Endowment Office Law No. (56) of 2012, submitted by the Committee of Regions, Governorates Not Incorporated into a Region, Planning, Government Program, Endowments, Culture and Tourism.

- The MPs' interventions in the general discussions focused on demanding follow-up on the state of electricity in a number of governorates and the need to improve supplying citizens with electricity through realistic plans and remedies, in addition to the need to find real solutions to the water crisis and the mixing of sewage with drinking water, which causes pollution and threatens the environment, along with demanding the payment of farmers' overdue dues.

- The Council's members stressed during the session the call to host the concerned officials at the Ministry of Education to examine the standards the ministry follows in setting examination questions for the final grades.

Part of the session was chaired by Deputy Speaker Farhad Al-Atrushi. 

- The members demanded the appointment of longtime and top graduates in accordance with the law to guarantee their rights, in addition to appointing graduates of medical and health professions, and demanded the confirmation of contract employees under all their job titles.

- The Deputy Speaker directed that the Governor of Baghdad, the head of the Governorate Council and the concerned parties be hosted at the Committee of Regions and Governorates Not Incorporated into a Region, to learn the standards followed in changing the heads of administrative units and their affiliated bodies.

The session was then adjourned until next Tuesday.
