Session Report
On January 5, 2026, the Council of Representatives held its second session of the first legislative term, within the first legislative year of the sixth electoral cycle. The session was presided over by Mr. Haibat al-Halbousi, the Speaker of the Council, with 229 deputies in attendance. The session included the following:
Confirmation of the Internal Rules: The Speaker emphasized adherence to the Council’s Internal Rules, noting they remain in effect as they were voted upon during the previous cycle.
Formation of Parliamentary Committees: Speaker Haibat al-Halbousi stressed the importance of expediting the formation of parliamentary committees. He granted political blocs a 7-day deadline to submit their proposals regarding the distribution of members across committees according to the Internal Rules. He also emphasized activating the Parliamentary Conduct Committee to maintain the legislative and oversight status of Iraq and its Parliament.
Session Timing: The Speaker noted that the session start time has been permanently set for 11:00 AM, in agreement with the heads of political blocs, alongside other regulations to enhance the management of the legislative institution.
Organizational Matters: Members discussed organizational procedures for managing sessions and committees to address previous obstacles and strengthen the Council’s role in oversight and legislation, while prioritizing key laws.
Presidential Nominations: The Speaker highlighted that 44 applications for the position of President of the Republic have been received so far. He explained that the extension was due to the New Year holiday, noting that the nomination window closes today, Monday, at the end of official working hours.
Upcoming Hostings: Mr. al-Halbousi mentioned that next week, the Council will host officials from the Board of Supreme Audit, the Commission of Integrity, the Federal Service Council, provincial councils, the Central Bank, and the heads of the Martyrs Foundation and the Pension Board.
