Session (10) Second Term / First Year

The Council of Representatives held, on 13/8/2026, its tenth session of the second legislative term of the first legislative year of the sixth electoral cycle, chaired by Mr. Haibat Al-Halbousi, Speaker of the Council. The session included:

- Voting to withdraw the first reading of the proposed Law on Recovering the Proceeds of Corruption from the agenda, at the request of the Legal Affairs Committee, owing to the existence of a similar draft law submitted by the Presidency of the Republic.

- Mr. Rebwar Rahman Salih took the constitutional oath to fill the Council seat in place of Ms. Sarwa Abdulwahid, Minister of Environment.

- Postponement of consideration of the challenges submitted against the validity of the membership of certain members, as the two-thirds quorum was not attained.

- First reading of the draft Law Ratifying the Air Transport Agreement between the Government of the Republic of Iraq and the Austrian Federal Government, submitted by the Foreign Relations Committee.

- First reading of the draft Fourth Amendment Law to the Law on the Authentication of Signatures on Iraqi and Foreign Documents and Papers No. (52) of 1970, submitted by the Finance Committee and the Committee of Economy, Industry and Trade.

- Second reading of the proposed First Amendment Law to the Minors' Welfare Law No. (78) of 1980, submitted by the Legal Affairs Committee.

- In their observations, members called for ceasing the investment of the funds of minors who have reached the age of majority, and for compensating minors whose funds were deposited between 1990 and 2003 by covering them with the currency differential, to be valued at the price of gold upon their reaching the age of majority; they stressed that the psychological and social care of minors after they come of age must not be overlooked, that the body investing minors' funds and the capacities it possesses be verified, that a fund be established under the title 'Support for Minors', that spending priorities from minors' funds be set in the fields of education, health and care, that the minors' welfare register be automated and the Minors' Welfare Directorate restructured with stronger protection of their funds, and that a legal path be enacted to allow donations in favour of minors.

-  Second reading of the proposed First Amendment Law to the Notaries Public Law No. (33) of 1998, submitted by the Legal Affairs Committee.

- Members' observations on the amendment of the Notaries Public Law focused on demanding a review of the definitions of those who hold the office of notary public, regulating the work of the translation section so that the translator is legally recognised, raising the allowances of notary office employees by deducting a share of the budget of collected service fees, and adopting electronic archiving in their offices.

- The observations also called for adopting a time standard for the continuity of general and special powers of attorney, and for strengthening the legal protection of notaries public.

- Within the general discussions, a number of members called for providing and improving services across the various sectors and official departments in the governorates and for finding effective solutions, including providing job grades for graduates from abolition and creation cases, supporting efforts to fight corruption, and upholding the rights of martyrs and the wounded.
