  Seventh Session    2025-08-27   
 The Council of Representatives held its seventh session of the second legislative term of the fourth legislative year of the fifth electoral session today, Wednesday, August 27, 2025. The session, presided over by Speaker Mahmoud Al-Mashhadani and attended by 167 representatives, included the following:

 

-Approval of the inclusion of the Ja'fari Jurisprudence Code of Legal Provisions, related to the Personal Status Law and sent by the Shia Endowment Diwan, on the session's agenda. The Council then voted on the code.


 

  Sixth Session    2025-08-26   
 term of the fourth legislative year of the sixth electoral session today, Tuesday, 26/8/2025. Presided over by Speaker Mahmoud Al-Mashhadani and attended by 169 members, the session included the following agenda items:

-Voting on the list of 93 ambassadors sent by the Presidency of the Council of Ministers.

-Voting on the appointment of Mr. Mateen Hassan Ali Al-Jaderji as Deputy Minister of Construction, Housing, and Public Municipalities.

-Voting on the proposed first amendment to the Law on the Principles of Equating Arab and Foreign Certificates and Academic Degrees No. (20) of 2020, submitted by the Higher Education and Scientific Research Committee.

-Voting on the proposed second amendment to the Political Prisoners Foundation Law No. (4) of 2006, submitted by the Martyrs and Victims Committee and the Legal Committee.

-First reading of the draft law on the third amendment to the Law on Compensation for Those Affected by Military Operations, Military Errors, and Terrorist Operations No. (20) of 2009, submitted by the Martyrs and Victims Committee.

-First reading of the proposed twenty-second amendment to the Staff Law No. (25) of 1960, which was added to the agenda.

-First reading of the draft law on the first amendment to the Minors' Affairs Law No. (78) of 1980, submitted by the Women, Family, and Childhood Committee and the Legal Committee


 

  Fifth Session    2025-08-25   

 The Council of Representatives held its fifth session of the second legislative term of the fourth legislative year of the fifth electoral session today, Monday, 25/8/2025, presided over by Mr. Mahmoud Al-Mashhadani, the Speaker of the Council, with the attendance of (170) representatives. The session included the following:

 

-Voting on the proposed first amendment to the Ministry of Education Law No. (22) of 2011, submitted by the Education Committee.

-First reading of the draft law on the first amendment to the Sunni Endowment Diwan Law No. (56) of 2012, submitted by the Endowments and Tribal Affairs, and Legal Committees.

-Second reading of the proposed law on the organization of minority rights and the prevention of discrimination, submitted by the parliamentary committees on Human Rights, and Martyrs and Victims.


 

  The Third Session    2025-08-03   
  The Council of Representatives held its third session of the second legislative term for the fourth legislative year of the fifth electoral cycle, chaired by Dr. Mahmoud al-Mashhadani, the Speaker of the Council, on Sunday, August 3, 2025. The session was attended by 166 deputies and included the following:

-Mr. Ammar Kadhim al-Shibli took the constitutional oath as a replacement for MP Atwan al-Atwani.

-The vote on the proposed Second Amendment to the Law of the Political Prisoners Foundation No. (4) of 2006, submitted by the Martyrs, Victims, and Political Prisoners Committee, was postponed to address legal loopholes in the law.

-The first reading of the draft law for the University of Iraq for Security Sciences, submitted by the Security and Defense Committee, was initiated.

-The second reading of the draft First Amendment to the Civil Defense Law No. (44) of 2013, submitted by the Security and Defense and Legal Committees, was held.

-The second reading of the draft law regulating the rights of the victims of Ibn al-Khatib Hospital, al-Naqaa Center, and al-Hamdaniya incident, submitted by the Martyrs, Victims, and Political Prisoners Committee and the Health and Environment Committee, was held.

-The second reading of the proposed law for the protection and improvement of the environment, submitted by the Health and Environment Committee, was held.


 

  second session    2025-07-16   

 The Council of Representatives held its second session of the second legislative term for the fourth legislative year of the fifth electoral cycle on Wednesday, July 16, 2025. Chaired by Mr. Mohsen al-Mandalawi, the First Deputy Speaker, the session was attended by 172 deputies and included the following:

-The second reading of the draft law for the Popular Mobilization Forces Commission, which was added to the agenda, was presented by the Security and Defense Committee.

-The interventions from the Members of Parliament focused on the necessity of preserving the rights of PMF members and establishing an appropriate mechanism to guarantee its work. There was also a demand for the government to send the draft law for the service and retirement of the PMF so that its legislation can proceed.

-The second reading of the proposed First Amendment to the Ministry of Education Law No. (22) of 2011, submitted by the Education Committee.

-The second reading of the proposed amendment to the Law of the Council of Representatives and its Formations No. (13) of 2018, submitted by the Legal Committee.

-Mr. Mohsen al-Mandalawi directed the formation of a parliamentary committee to visit Basra Governorate to investigate the causes of water scarcity and the increasing level of saltwater intrusion.

 


 

  The First Session    2025-07-12   

 the Council of Representatives held its first session of the second legislative term for the fourth legislative year of the fifth electoral cycle on Saturday, July 13, 2025. The session, chaired by Speaker of the Council, Mahmoud al-Mashhadani, was attended by 175 deputies and included the following:

 

-Mr. Qastal Abu Talib Dhahir took the constitutional oath as a replacement for former MP Waleed al-Sahlani to fill a seat in the Council of Representatives.

-Voting on the proposed law for the Iraqi Programmers Syndicate, submitted by the Labor and Civil Society Organizations Committee, and the Legal Committee.

-Second reading of the proposed law for the First Amendment to the Law of the National Authority for Nuclear, Radiation, Chemical, and Biological Control No. (1) of 2024, submitted by the Health and Environment Committee.

-Second reading of the proposed law for the Third Amendment to the Law on Compensation for Victims Who Lost Parts of Their Bodies Due to the Practices of the Former Regime No. (5) of 2009, submitted by the Martyrs, Victims, and Political Prisoners Committee.

-Second reading of the draft law for the Accession of the Republic of Iraq to the Amendment to the Convention on the Physical Protection of Nuclear Material, submitted by the Foreign Relations Committee and the Health and Environment Committee
